Доклад С.С. Пестковского о положении дел в Киргизском Ревкоме.
После ареста и устранения от военного комиссариата Тунгачина положение в Ревкоме еще немного обострилось. Дело в том, что для Лукашева и меня работать в условиях, когда видишь, что явно надувают тебя – очень трудно. Хотя я умею … , но все-таки мои нервы не выдерживали и говорил резкости. Что касается Вадима, то он изнервничался настолько, что дальнейшее его пребывание в Ревкоме только ухудшило бы положение. В Ревкоме среди киргиз имеются три «партии». Одна – Байтурсунов с Тунгачиным, которые теперь оказывают сильное влияние на киргизские верхи Актюбинского уезда, пользуясь тем, что утвержденный Совнаркомом устав разрешает Ревкому кооптировать новых членов с правом решающего голоса, они (Байтурсунов и Тунгачин) пихают в Ревком своих людей, которые при всяком голосовании решают вопрос на их тему. мне проводить иногда такие компромиссные решения, которые по крайней мере не вредны.
Основной чертой компаний Байтурсунов – Тунгачин является политическое жульничество – стремление закрепить за своей группой политическое влияние. Прикрываются они вывесками Национальной Киргизской партии, но даже их национализм не стоит ломаного гроша – если им выгодно, они перестают быть даже националистами. Иногда случается, что я должен защищать национальныеправа киргиз против них в некоторых конкретных случаях.
Блок этот разбить необходимо. Реввоенсовет Туркфронта постановил Тунгачина изъять военной Комиссар… и ходатайствовать в Центре об изъятии его из Ревкома. Это необходимо исполнить. Один Байтурсунов без Тунгачина – гораздо менее опасен.
Другая «партия» - это Джангильдин и Каратаев. Они оба тоже политические карьеристы, но связывают свою карьеру с укреплением советской власти, тогда как Тунгачин и Байтурсунов всегда могут перейти на сторону белогвардейцев – Джангильдин

и Каратаев ярые противники кампаний Байтурсунов-Тургачин, но ни один из них не находится в Оренбурге. Джангильдин, человек слабый, не чувствовал себя в силах бороться с ними здесь и уехал в Кустанайский уезд, чтобы его огородить от байтурсуновско-тунгачинского влияния – Каратаев действует в Уральской области где он пользуется большим влиянием.
Третья «партия» Мендешев – человек лично честный, но малорешительный и слабо разбирающийся в этой сложной обстановке. При голосовании, смотря по обстоятельствам, поддерживает то меня, то Байтурсунова и Тунгачина. В будущем может выйти из него хороший работник, если среда не засосет его – искренний сторонник советской власти. В Киргизских степях за последнее время оживилась белогвардейщина. Алаш-Орда после приезда Байтурсунова в Москву опять перешла на сторону Казаков. Теперь их отряды рыщут по степи и убивают сторонников советской власти – киргиз. Приходится предположить одно из двух – или Байтурсунов и Тунгачин потеряли всякое влияние на Алаш-Орду, или же они не считают нужным в настоящее время принять энергичные меры для ликвидации алашордынской белогвардейщины.

После совещания с Туркфронтом и Турккомиссией мы решили созвать на 1 декабря Национальную Киргизскую Конференцию и активных из активных работников с допущением находящихся в белогвардейском стане. Считаем, что такая мера лучше, чем настоящее положение. Эта конференция по крайней мере выяснит нам настроение киргизских верхов.
Перехожу к выводам. 1) Состав Ревкома надо изменить: а) устранить Тунгачина; б) назначить кого-нибудь из центра на место Лукашева; в) Совнарком должен разъяснить, что кооптированные члены должны быть утверждены Совнаркомом; г) надо выискать (может быть удастся на конференции) и кооптировать новых лиц.
2) Нужно отпустить в мое личное распоряжение средства в размере пока одного миллиона рублей для организации если не коммунистической, то советской киргизской группы, которая первое время должна существовать неофициально – считаю, что в будущем, при измененном составе Ревкома, можно будет Лукашева привлечь к работе. Теперь это невозможно.

Since the arrest and removal from the military commissariat of Tungachin, the situation in the Revolutionary Committee has still deteriorated somewhat. The thing is that it is very difficult for Lukashev and me to work in conditions where you see that people clearly duping you. Although I know how to … , my nerves could not take it and I made some harsh remarks. As for Vadim, he has become so nervous that his further presence in the Revolutionary Committee would have only made the situation worse. The Revolutionary Committee has three “parties” among the Kirgiz. One is Baitursunov with Tungachin, who are now exerting a strong influence on the Kirgiz leaders of Aktiubinsk Uezd, taking advantage of the fact that the statutes approved by the Sovnarkom permit the Revolutionary Committee to coopt new members with the right of a deciding vote, and they (Baitursunov and Tungachin) are shoving their people into the Revolutionary Committee, who in every vote decide the question on their topic. sometimes to push through compromise decisions that at least are not harmful.
The main feature of the Baitursunov-Tungachin group is political flimflammery – an effort to secure political influence for their group. They cover themselves with signs for the National Kirgiz Party, but even their nationalism is worthless – if it is to their advantage, they even stop being nationalists. It sometimes happens that I have to protect the national rights of Kirgiz from them in certain specific cases.
It is imperative that this bloc be smashed. The Revolutionary Military Council of the Turkestan Front resolved to remove Tungachin military Commissar… <<sic>> and to petition the Center to remove him from the Revolutionary Committee. This is imperative. Baitursunov alone without Tungachin is much less dangerous.
Another “party” is Dzhangitdin and Karataev. They are both also political careerists, but they link their career to strengthening Soviet rule, whereas Tungachin and Baitursunov could always defect to the White Guards – Dzhangitdin

and Karataev are fierce opponents of the Baitursunov-Turgachin group, but none of them is in Orenburg. Dzhangitdin, a weak man, did not feel capable of fighting them here and left for Kustanai Uezd in order to wall it off from the Baitursunov-Tungachin influence – Karataev operates in Uralsk Oblast where he has a great deal of influence.
The third “party” is Mendeshev – who is personally honest, but is indecisive and has a poor understanding of this complex situation. When voting, depending on the circumstances, he either supports me or Baitursunov and Tungachin. He may make a good functionary in the future, unless the environment swallows him up – a sincere supporter of Soviet rule. Recently the White Guards have come back to life in the Kirgiz steppe. After Baitursunov’s arrival in Moscow, Alash-Orda again defected to the Cossacks. Now their detachments are roaming around the steppe and killing Kirgiz supporters of Soviet rule. We have to assume one of two possibilities – either Baitursunov and Tungachin have lost all their influence on Alash-Orda, or they don’t consider it necessary right now to take energetic measures to liquidate the Alash-Orda White Guards.

After the meeting with the Turkestan Front and the Turkestan Commission we decided to call the National Kirgiz Conference for December 1 and the most active of the active functionaries, including those in the White Guard camp. We feel that such a measure is better than the present situation. This conference will at least clarify for us the mood of the Kirgiz leaders.
Now my conclusions. 1) The composition of the Revolutionary Committee should be changed: a) remove Tungachin; b) appoint someone from the center to replace Lukashev; c) the Sovnarkom must clarify that coopted members must be approved by the Sovnarkom; d) we should also look for (maybe we can do so at the conference) and coopt new people.
2) Funds must be put at my personal disposal in the amount for now of one million rubles in order to organize, if not a communist, then a soviet Kirgiz group, which initially should exist unofficially – I believe that in the future, under an altered membership of the Revolutionary Committee, it will be possible to recruit Lukashev for work. Now it is impossible.
