Москва Чичерину ЦЕКА Партии ВСЕЦИК Ленину.
Протекает 4-ый краевой партийный и 8-ой съезд Советов. Кобозевым проводится настойчивая националистическая политика среди несознательных мусульманских представителей, преобладающих на съездах. Мусульманская секция партии включает в себе бывших торговцев, переводчиков, руководящих остальными, при полном отсутствии интеллигентных партийных сил. За лозунгом партии, при отсутствии других партий, идут младо-сарты, не имеющие по существу представления о нашей партии. Посланная нами миссия в Афганистан, по сообщению Бравина и резидента Бухары Печатникова, фактически находится в плену. Ведутся переговоры с представителями Англии, Бухары и Хивы о наступательном союзе на Советский Туркестан, хотя еще окончательно не проверено. В Фергане разбойничье движение близко к окончанию, но начавшиеся восстания крестьян-кулаков, объединившихся с разбойниками, усиливаются. При таких условиях необходима особая осторожность политики в Туркестане, где отсутствуют пролетарские массы и имеется только религиозно до фанатизма настроенная туземная беднота. Предполагается Кобозевым предложить съезду резолюцию, в которой говорится, что Учредилка не должна пугать, ибо с ней лучше поднять восток, чем радикальными лозунгами, за которыми не стоят массы. Выступление на съезде Кобозева вносит национальную рознь и подавление испытанных в течении революции рабочих европейских масс. Радио Цека Партии мусульманах Кобозев в письменном докладе съезду толкует как возможность отступления к Учредилке. Просим немедленных общих указаний. Грозит опасность.

To Chicherin CC of the Party Lenin All-Russia CEC.
The 4th krai party congress and 8th congress of Soviets are taking place. Kobozev is conducting a persistent nationalist policy among the non-socially conscious Muslim representatives who are predominant at the congresses. The Muslim section of the party includes former merchants and interpreters who are leading the rest, with a total absence of party forces from the intelligentsia. In the absence of other parties, the party’s slogan is being followed by the Young Sarts, who essentially have no concept about our party. The mission we sent to Afghanistan, according to a report from Bravin and Bukhara’s representative Pechatnikov, is in effect being held captive. Negotiations are under way with representatives of England, Bukhara and Khiva about an offensive alliance against Soviet Turkestan, although it has not been verified once and for all. In Fergana the bandit movement is close to a conclusion, but the incipient revolts of kulak peasants, who have joined the bandits, are intensifying. Under these conditions the policy must be especially cautious in Turkestan, where there are no proletarian masses and there are only indigenous poor peasants who are religious to the point of fanaticism. Kobozev plans to propose to the congress a resolution saying that the Constituent Assembly should not be frightening, because it is better to develop the east with it than with radical slogans, which the masses are not behind. Kobozev’s speech at the congress injects ethnic discord and suppression of the European workers’ masses who were tested during the revolution. The radio of the CC of the Party on Muslims is interpreted by Kobozev in his written report to the congress as a possible retreat to a Constituent Assembly. We request immediate general instructions.
