Тов. Сталину. –
Второй Всекиргизский Съезд Советов постановлением своим одно место в Кирцике оставил для Центра.
Мы с своей стороны просим ввести Членом Кирцика от Вас тов. Раскулова, известного нам политического деятеля среди киргизского населения, связанного с Туркестанской массой. Такой представитель от Туркестана нам необходим в особенности при нашем современном положении, когда всю Кирреспублику охватил голод и мы в экономическом отношении связаны с Туркестаном.

By resolution, the Second All-Kirgiz Congress of Soviets has left one seat on the Kirtsik [Kirgiz Central Executive Committee] for the Center.
For our part, we ask you to bring in as Kirtsik Member one of yours, Cde. Raskulov, a political figure among the Kirgiz population connected with the Turkestani mass who is known to us. Such a representative from Turkestan is essential to us especially given our current position, when the entire Kirrespublika is in the grip of famine and we are tied to Turkestan in the economic respect.
