Тебе поручено ЦК немедля выехать Ташкент, недельный срок считая со дня приезда обследовать положение Туркфронта с точки зрения успешной ликвидации басмаческого движения районах Ферганы и Бухары и тотчас же прислать ЦК свое заключение. Решено ввести военное положение районах Бухары и Туркестана причем ты обязываешься установить срок введения военного положения по соглашению с Туркбюро и незамедлительно довести об этом до сведения ЦК. При составлении заключения необходимо ответить на вопросы: первое Верно ли что туземные части снабжают вооружением басмачей, второе действительно ли вмешиваются местные власти в военные дела и парализуют действия воен-властей, третье нужно ли произвести изменения в составе органов Туркфронта и какие именно, четвертое нужно ли произвести изменения в составе Турбюро и Турккомиссии и какие именно, пятое насколько велика опасность потери Бухары и Ферганы, шестое каковы состояние и численность басмаческих отрядов и как поставлена политическая борьба местных властей и парторганизаций с басмаческим движением, седьмое каковы степень боеспособности наших частей их численность и виды на успех. восьмое какие практические меры находишь нужным предложить ЦК в результате обследования. Получение настоящей шифровки и выписок решений Политбюро, а также день выезда Ташкент телеграфируй. № 471 – с 20 апреля – 22 г.

You are instructed by the CC to leave Tashkent immediately, within a week of your day of arrival, to investigate the situation on the Turkfront from the standpoint of the successful elimination of the basmachi movement in the Fergana and Bukhara districts, and to immediately send the CC your conclusion. It has been decided to introduce martial law in the districts of Bukhara and Turkestan moreover you must set a date for the inception of martial law by agreement with the Turkburo and immediately inform the CC of it. In writing your conclusion, the following questions must be answered: first, is it correct that native units are supplying basmachi with arms, second, is it true that local authorities are interfering in military affairs and paralyzing the action of the military authorities, third, do changes need to be made in the makeup of the Turkfront and, if so, which exactly, fourth, do changes need to be made in the makeup of the Turkburo and TurkCommission and, if so, which exactly, fifth, how great is the danger of losing Bukhara and Fergana, sixth, what are the condition and numbers of the basmachi detachments and how has the struggle been posed between the local authorities and party organization, on one hand, and the basmachi movement, on the other, seventh, what is the degree of battle readiness of our units, their numbers, and their prospects for success, eighth, what practical measures do you find necessary to propose to the CC as a result of your investigation.
