По полученным ЦК сведениям басмачество в восточной Бухаре и Фергане усиливается зпт группа Валидова и турецкие офицеры усиливают контрреволюционную деятельность и вообще создается в этих областях тяжелая обстановка, чреватая большими осложнениями точка ЦК предлагает Туркбюро проверить эти сведения на месте и в случае необходимости принять решительные военные и политические меры к ликвидации басмачества как в Фергане, так и Бухаре, и к полному очищению этих областей от антисоветских элементов с обязательным привлечением к этому делу представителей местных органов власти точка Особенное внимание обращает ЦК на срочную ликвидацию группы Энвер паши и Валидова точка О принятых мерах сообщить точка

According to information received by the CC, the basmachi movement in eastern Bukhara and Fergana is intensifying, and Validov’s group and the Turkish officers are intensifying their counterrevolutionary activity and generally creating in these oblasts a difficult situation fraught with major complications. The CC proposes that the Turkburo verify this information locally and, if necessary, apply decisive military and political measures to eliminate the basmachi movement in both Fergana and Bukhara and completely purge these oblasts of anti-Soviet elements, with the mandatory involvement in this matter of representatives of the local state organs. The CC is paying special attention to the urgent elimination of the group of Enver Pasha and Validov. Report on measures taken.
