Из материалов ЦК и ЦКК видно, что намечаются в Узбекистане неувязки по двум линиям, по линии взаимоотношений между ЦК и советской работой и по линии культурного строительства.
Обезличивать Совнарком, как это делают у Вас некоторые работники, и изолировать Предсовнаркома, травить его и подрывать влияние, - не может входить в задачи партии. Наоборот, партия в Узбекистане должны подымать авторитет Совнаркома и ЦИКа, обращая потом этот авторитет в актив для партии. Нельзя создавать такую обстановку, при которой люди лишаются фактически права критиковать действия секретарей. Если каждого, несогласного с секретарями, перебрасывать и подвергать преследованию, то никакого партийного руководства из этого не выйдет. Это будет не руководство, а карикатура на руководство. Поэтому просьба действовать так, чтобы секретари и советская верхушка выступали согласовано, заранее спеваясь между собой.
По части культурной работы дело должно идти таким образом чтобы сколько нибудь лояльная узбекская интеллигенция вовлекалась в работу, а не отталкивалась. Рассматривать узбекскую некоммунистическую интеллигенцию, как общую реакционную массу и угрожать им огульно арестом, как это делают у Вас некоторые товарищи, вместо того, чтобы раскалывать их и привлекать на свою сторону лучших из них, - нельзя ни в коем случае. Поэтому просьба руководствоваться в этой области теми постановлениями национального совещания, которые были приняты несколько лет тому назад, и которые остаются до сих пор обязательными. Это одно из необходимых условий для образования настоящих коммунистических и советских кадров по узбекской культуре. № 2289/с

It is evident from CC and CCC materials that a lack of coordination has been seen in Uzbekistan in two areas: the area of relations between the CC and soviet work and the area of cultural construction.
Depersonalizing the Council of PCs, as some of your officials are doing, and isolating the Council's chairman, badgering him and undermining his influence, is inconsistent with party objectives. Instead, the party in Uzbekistan should raise the authority of the Council and the CEC and then use this authority to create an active party core. You cannot create a situation where people are essentially deprived of the right to criticize secretaries' actions. If everyone who disagrees with the secretaries is tossed about and persecuted, we'll never develop party leaders. Instead of leaders we'll have caricatures of leaders. You are therefore asked to act in such a way that the secretaries and top Council officials coordinate with one another, establish harmony in advance.
In the area of cultural work, this business should be handled so that members of the Uzbek intelligentsia who are at least somewhat loyal are involved in work and not shoved aside. Regarding the Uzbek non-communist intelligentsia as a single reactionary mass and threatening them with groundless arrest, as some comrades there are doing, instead of creating cracks and recruiting the best to your side--you absolutely cannot do that. You are therefore asked to be guided in this area by the resolutions of the nationalities meeting that were adopted several years ago and that are still mandatory.
