Перед отъездом 23/VII я не видел Вас, и сожалею и поэтому для меня остался ряд невыясненных вопросов, по которым я должен иметь Ваши указания. Крое этого считаю необходимым сообщить Вам кратко о ходе работ по размежеванию.
1. Работа по размежеванию. Наличие кое-каких трений в Ср. Аз. Бюро в связи с вопросом размежевания заставили меня выждать приезда Карклина, Рахимбаева и Варейкиса, а пока заняться изучением вопроса и подготовкой работ национальных комиссий.
Сейчас национальные комиссии начали работу. Комиссия, составленная на основании п. II пост. Политбюро, центральная, из представителей всех национальностей составлена. Пленум Комиссии назначен на 16-е августа, к какому времени должны быть представлены проекты национальных комиссий и формулированы возможные расхождения
Нужно Ваше указание в вопросе о Председателе Комиссии. По постановлению Политбюро Председателем Комиссии должен быть член Совета Национальностей.Политбюро пока никого не назначило. Я пока взял на себя наблюдение за работами нац. комиссии и организацию работ общей комиссии. Будет ли прислан кто-либо, или мне продолжать эту работу выполняя обязанности председателя комиссии.
Ответ желательно получить телеграфно. Вчера утвержден план работ по размежеванию. Работа разделена на два периода. Первый оканчивается в первой половине сентября. Первый период охватывает всю работу до начала кампании выборов на нац. съезды и парт. конференции.
Кампания съездов – волостных, уездных и проч. должна начаться после того как на ВЦИК е РСФСР будет проведено согласие на размежевание Туркреспублики. Мне кажется, что этот формальный акт необходим.
Второй период должен начаться с 20 числ. сентября и потребует месяц. Таким образом создание ЦК Нац. компартии и формирование Сов. Органов нац. республик должно состояться в конце октября или в самом начале ноября.

2. ХОРЕЗМ. Бюро ЦК Хорезмской Компартии приняло постановление о желательности объединения Узбекской части Хорезмы с Узбекистаном и таким образом упразднения Хорезмской республики. Я себе мнения по этому вопросу еще не составил. Ближайшими днями буду в Хиве и выясню этот вопрос. Если у Вас есть по этому вопросу сложившиеся мнение не откажите сообщить. Мешать этому пожалуй не следует.
3. КИРГИЗЫ. Отношения между Кир. работниками и Узбек работниками довольно мордобойные. Пока вопрос о местопребывании Кир. центра Киргизы просят "квартиры" для правит. аппарата в Ташкенте. Перенести центр из Оренбурга видимо твердое решение всех киргиз. Об этом есть единогласное решение Кир. Обкома также. Я им указал на Туркестан или какой либо другой город: Аулис-Ато, Перовск, Козядинск, во всяком случае вопрос этот должен быть решен особо и в конце работы. мое мнение: переезд в Ташкент даже на "квартиры" допускать не следует.
Со стороны ЦК здесь могут быть два решения: 1-е – дать ясный отказ, что селиться в Ташкенте нельзя, 2-е–предложить Кир. республике сговориться п этому вопросу с Узбекской республикой, т. е. не брать на себя ответственности за решение вопроса. Мной указано Кир. работникам на желательность созыва Кир. ЦИКА и подготовки Всекиргиз - съезда и партконференции для вопросов связанных со слиянием и для выборов нового правительства и парт. центра. Киргизы видимо метят Ходжанова на Председ. СНК и Тюрякулова в секретари Обкома.
4. СРЕДИ УЗБЕКОВ. Намечаются трения в связи с выбором центра республики. Бухарцы за Самарканд. Ташкентцы за Ташкент. Сегодня выезжаю в Бухару ознакомиться и посмотреть. Я твердо стою за Ташкент, но узбека сказал, что этот вопрос надо отложить до Узбекской партконференции и если есть разногласия – пусть решит конференция. Не найдете ли нужным дать указания по этому вопросу.

5. ЭКОНОМИЧ. и. ПОРТ. ОБЪЕДИНЕНИЕ СР. АЗИИ. По этому вопросу наметились разногласия внутри Ср. Аз. Бюро: должна ли входить Киргизия в объединение или нет. Вопрос это я сейчас снял с обсуждения, уговорившись, что его можно поднять лишь после того как произойдет размежевание.
Мне думается, что в дальнейшем распространить компетенцию Ср. Аз. БЮРО ЦК и Ср. Аз. Экосо на Киргизию будет полезно.
6. ФОРМИРОВАНИЕ НАЦИОНАЛЬНЫХ и ОБЛАСТНЫХ ЦЕНТРОВ. Должно произойти при участии ЦК обязательно. Кому вы думаете это поручить. Или надо послать тов. РУДЗУТАКА или поручить мне. В первом случае желательно предупредить Рудзутака о том, что его приезд желателен в первых числах октября - в последнем случае необходимо санкционировать мою поездку в Москву до истечения 2-х месячного срока, с тем, чтобы я успел выяснить вопрос до Вашего ухода в отпуск и вернуться в Туркестан опять таки в начале октября.
7. Я подробно ознакомился с докладами комиссии РВСР обследовавшей воинские части Бухары и с докладом тов. Ибрагимова. Совершенно необходим Ваш нажим на Орграспред и ПУР для освежения работников. Там очень нехорошо с Ком. и Полит. составом Армии.
Прошу не гневаться за длинное письмо и прошу по затронутым вопросам сообщить Ваше мнение – дело для меня новое, отношения незнакомые и Ваши указания поэтому особенно нужны, особенно прошу сообщить мне по тем вопросам, где Вы считаете мое мнение неправильным.

Please excuse delayed response, which comes in consultation with the bureau chair Rudzutak: 1) you will be the commission's chair and you will soon receive a formal Politburo resolution; 2) the campaign of Turkestan congresses cannot be postponed; the Turkestanis must come to the RSFSR congress with the determined opinion of their soviets and party organizations--only the official enacting of new republics is being postponed until the RSFSR congress, not the campaign; 3) the incorporation of Khorezm can be adopted only if there is no doubt about the desire of the Khorezm masses--there can be no pressure and we shouldn't hurry this matter; 4) the Kirgiz scheme for Tashkent is unacceptable and inexpedient for the Kirgiz themselves due to the Uzbek character of Tashkent--the Kirgiz should be convinced to create a purely Kirgiz city, in terms of its makeup, as the capital of Kirgizia, otherwise the Kirgiz Council of PCs will flounder; 5) Samarkand should be the capital of the Uzbek Republic; Tashkent is unacceptable as a capital; 6) it is inexpedient to incorporate Kirgizia into the overall Central Asian economy--nothing but chronic squabbling would come of it, and the same should be said of the Central Asian Bureau; 7) unfortunately Rudzutak will not be able to come; 8) the Politburo resolution does not preclude the possibility of you coming to Moscow before your trip is scheduled to end. I regret that I did not see you before my 23 July departure and still have a number of unanswered questions on which I need your instructions. Furthermore, I feel the need to report briefly to you on the effort to redraw borders.
1. The redrawing effort. Friction within the Cent. As. Bureau surrounding the redrawing has forced me await the arrival of Karklin, Rakhimbaev, and Vareikis and in the meantime to study the question and prepare the national commissions' work.
The national commissions have begun their work. The commission put together based on Item II of the Politburo resolution, the central one, includes members of all the nationalities. The Commission's plenum has been scheduled for 16 August, by which time the national commissions will have presented their drafts and possible disagreements will have been formulated.
Your instructions are needed concerning the Commission Chair. According to the Politburo Resolution, the Commission Chair should be a member of the Nationalities Council. The Politburo has not appointed anyone yet. For now I have been overseeing the nat. commission's [commissions'?] work and organizing the work of the general commission. Will someone be sent, or should I continue performing the duties of the commission chair?
A telegraphed response is desirable. Yesterday a work plan for the redrawing was approved. The work has been divided into two periods. The first ends during the first half of September. The first period covers all work until the start of the election campaign at the nat. congresses and the party conference.
The campaign at the volost, uezd, etc. level should begin after the RSFSR All-Russia CEC reaches agreement about the division of the TurkRepublic. It seems to me this formal enactment is essential.
The second period should begin after 20 September and will take a month. So the ethnic communist party CCs should be created and the ethnic republics' Council of Agencies should be formed in late October or the very beginning of November.

2. KHOREZM. The CC Bureau of the Khorezm Communist Party adopted a resolution concerning the desirability of merging the Uzbek portion of Khorezm with Uzbekistan and thereby abolishing the Khorezm Republic. I have not formed an opinion on this matter. I will be in Khiva soon and will look into this. If you have formed an opinion, please share it. This probably should not be interfered with.
3. THE KIRGIZ. Relations between Kirgiz officials and Uzbek officials are rather brawling. For now, on the question of a residence for the Kir. center, the Kirgiz are asking for "apartments" for the government apparat in Tashkent. Moving the center from Orenburg has apparently been firmly decided by all Kirgiz. The Kir. obkom is also unanimous. I pointed them toward Turkestan or any other city: Aulis-Ata, Perovsk, Koziadinsk. In any event this question has to be resolved, especially as work comes to an end. My opinion: a move to Tashkent, even to "apartments," should not be allowed.
From the CC perspective there can be two solutions: 1st, to clearly refuse, to say they can't settle in Tashkent, 2nd, ask the Kir. Republic to reach agreement with the Uzbek Republic on this question, in other words not take responsibility for resolving this question. I have pointed out to Kir. officials the desirability of convening the Kir. CEC and preparing an All-Kirgizia Congress and party conference for questions associated with the merge and for electing a new government and party center. The Kirgiz evidently have Khodzhanov in mind for Council of People's Commissars chair and Tiuriakulov for Obkom secretary.
4. AMONG THE UZBEKS. There is evident friction surrounding selection of a center for the republic. The Bukharans favor Samarkand. The Tashkenters favor Tashkent. Today I am leaving for Bukhara to familiarize myself and look around. I'm firmly in favor of Tashkent, but…said that this question should be put off until the Uzbek party conference, and if there is disagreement, let the conference decide. Don't you think instructions might be needed on this matter?

5. THE ECON. AND PARTY [?] UNIFICATION OF CENT. ASIA. Disagreements within the Cent. Asian Bureau have emerged as to whether Kirgizia should be part of the merger or not. I have taken this question off the table for now after reaching agreement that it can be raised only after the redivision is completed.
It seems to me that it will be useful if in the future the competence of the CC Cent. Asian Bureau and the Cent. Asian Economic Council is extended to Kirgizia.
6. THE FORMATION OF NATIONAL AND OBLAST CENTERS. Should definitely take place with CC involvement. Who do you think should be assigned to this? Either Cde. RUDZUTAK should be sent or I should be assigned. If the first, it would be good to warn Rudzutak that he should arrive during the first days in October, if the second, my trip to Moscow before the two months is up should be sanctioned so that I have time to clarify the matter before you leave for vacation and return to Turkestan, also in early October.
7. I have taken a detailed look at the reports of the RVSP [Republic Revolutionary Military Council] commission that looked into Bukhara's military units and the report by Cde. Ibragimov. Absolutely essential that you put pressure on the Orgraspred [Organizational-Allocation Department] and the PUR [Political Directorate of the RVSP] for fresh personnel. The Com. and Polit. contingent of the Army is very bad.
Please do not be angered by this lengthy letter and share your opinion about the matters addressed--I am new to this business, I don't know the relationships, and your instructions are therefore especially needed. I especially ask you to tell me about those issues where you feel my opinion is incorrect.
