Бюро по работе среди Женщин Народов Востока.
Организация Центрального Бюро.
1. При отделе Ц.К.Р.К.П. по работе среди женщин организуется Бюро по работе среди женщин народов Востока.
2. Бюро состоит из 3-х членов, назначенных Отделом совместно с Ц.Б. коммунистических организаций народов Востока и утверждаемых ЦКРКП.
Примечание: Во главе Бюро стоит ответственный руководитель, входящий в состав Пленума Ц.О. и Ц.Б., с правом решающего голоса.
Деятельность Бюро.
1. Бюро организует, направляет и объединяет работу местных Бюро по работе среди женщин народов Востока, путем рассылки инструкторов, выработки положений и инструкций о работе, рассылки циркулярных писем, как по общим, так и по конкретным вопросам местной работы.
2. Бюро совместно с Ц.Б. организует различные агитационные компании, разрабатывая тезисы, рассылая соответствующие материалы и литературу.
3. Бюро участвует в изданиях Ц.Б. коммунистических организаций народов Востока, имеет странички в периодических изданиях Ц.Б. Кроме того, издает журнал для женщин Востока.
4. Бюро ведет учет и распределение всех работников, работающих среди женщин Востока.
Примечание: Переброска работников, работающих среди женщин производится лишь с ведома и согласия Ц.О.
5. Бюро изучает социально-экономические и правовые условия жизни Восточных женщин и участвует в деятельности советских органов, способствующих раскрепощению женщин Востока.
6. Бюро созывает организаторов среди женщин народов Востока, широкие беспартийные Съезды и по мере необходимости совещания коммунистов.
Организация местных Бюро.
1. В местностях, где имеется значительное количество населения из народностей Востока /татар, башкир, киргизов, сартов и т.д./ при местных Отделах по работе среди женщин организуется Бюро по работе среди женщин народов Востока.
2. Бюро при областных и губернских Отделах по работе среди женщин состоят из 3-х членов, назначаемых местными Отделами, совместно с мусульманскими секциями и утверждаемых партийными комитетами.
Областные и Губернские Бюро имеют совой инструкторский аппарат.

3. При уездном Отделе по работе среди женщин выделяется ответственный руководитель по работе среди мусульманок, назначаемых Отделом совместно с мусульманской секцией и утверждаемых Уездкомом.
Примечание: Там, где имеется большое количество мусульманских женщин, в помощь ответственному руководителю дается 1-2 инструктора, с разрешения Губ. Бюро.
4. В ячейках с мусульманским составом выделяются организаторы для работы среди женщин-мусульманок. Организаторы регулярно созываются для инструктирования.
Деятельность местных Бюро.
1. Областное Бюро организует, направляет и объединяет работу Губ. и Уездн. Бюро по работе среди Народов Востока, путем рассылки инструкторов, выработки положений и инструкций о работе, рассылки циркулярных писем, как по общим, так и по конкретным вопросам местной работы.
2. Областное Бюро по указанию Ц.Б., а также в связи с местными условиями, организует различные агитационные компании.
3. Бюро организует агитационную работу среди женщин-мусульманок, положив в основу одиночно-групповую агитацию, а/ периодические беспартийные конференции, б/ там, где мусульманки вовлечены в кустарное производство организует делегатские собрания, в основном руководствуясь инструкциями Ц.О. в/ организует группу агитаторов и пропагандистов, с помощью которых устраивает беседы, митинги, лекции, г/ использует детские учреждения /детские дома, ясли, школы, приюты, столовые/, среди которых ведет планомерную агитационную работу, д/ издает листовки, воззвания, брошюры, имеет страничку в местной мусульманской газете.
4. Вместе с П/Отделом национальных меньшинств при Отнаробах принимает меры к организации культурно-просветительных учреждений для мусульманок /школы грамоты, клубы и т.д./
5. Совместно с Совнархозами и Профсоюзами вовлекает женщин Востока в общественные кустарные производства, кустарные мастерские, артели и т.д.
6. Следить за охраной семейного права женщин путем посылки делегатов в казихаты /местные суды/, народные суды для наблюдения над правильным решением вопросов развода, дележа имущества и т.д.
Все расходы по Бюро включить в общую смету Отделов по работе среди Женщин.

Bureau for Work among the Women of the People’s of the East.
The organization of the Central Bureau.
1. Within the department of the CC RKP for work among women, the Bureau for Work among the Women of the People’s of the East is organized.
2. The Bureau consists of 3 members named by the Department together with the C[entral] B[ureau] of Communist Organizations of the Peoples of the East and confirmed by the CC RKP.
Note: Heading the Bureau is the responsible leader who enters the staff of the Plenum of the Ts.O. and the Ts.B. with a deciding voice.
The activity of the Bureau.
1. The Bureau organizes, directs, and unifies the work of the local Bureaus for Work among the Women of the People’s of the East by sending out instructors, drafting resolutions and instructions about work, sending out circular letters on both general and concrete questions of local work.
2. The Bureau, together with the Ts.B., organizes the various agitation campaigns, drafts theses, [and] distributes corresponding material and literature.
3. The Bureau participates in the publication [work] of the Ts.B. of the Communist Organizations of the People’s of the East, [and] has pages in the periodic publications of the Ts.B. In addition, it publishes a journal for women of the East.
4. The Bureau conducts registration and distribution of all workers who work among women of the East.
Note: The transfer of workers who work among women can only occur with the knowledge and approval of the Ts.O.
5. The Bureau studies the social-economic and legal conditions of life of Eastern women and participates in the activity of soviet organs that promote the emancipation of the women of the East.
6. The Bureau convenes organizers among the women of the peoples of the East, broad non-party congresses and, as necessary, meetings of communists.
The organization of local Bureaus.
1. In places where there is a significantly large population of peoples of the East (Tatars, Bashkirs, Kirghiz, Sarts etc.) the local departments for work among women organizes bureaus for work among the women of the peoples of the East.
2. Bureaus within Oblast and guberniia Departments for Work among Women consist of 3 members who are appointed by the local Departments together with the Muslim sections and are confirmed by party committees
Oblast and guberniia bureaus have their own instructional apparatus.

3. Within the uezd Department for Work among Women a responsible leader for work among Muslim women is assigned who is appointed by the Department together with the Muslim section and is confirmed by the uezd committee.
Note: Where there exists a large number of Muslim women, 1-2 instructors are provided to aid the responsible leader with the consent of the guberniia Bureau.
4. In cells with a Muslim staff, organizers are assigned for work among Muslim women. The organizers are regularly convened for instruction.
The activity of local Bureaus.
1. The oblast Bureau organizes, directs, and unifies the work of the guberniia and uezd Bureaus for Work among the Peoples of the East by sending out instructors, drafting resolutions and instructions on work, sending out circular letters on both general and concrete questions of local work.
2. The oblast Bureau, by order of the Ts.B. as well as in connection with local conditions, organizes various agitation campaigns.
3. The Bureau organizes agitation work among Muslim women based on individual [and] group agitation, a) periodic, non-party conferences, b/ where Muslim women are involved in handicraft production it organizes delegate gatherings led, in the main, by Ts.O. instructors, c) organizes the group of agitators and propagandists who help to set up talks, rallies, [and] lectures, d) utilizes children’s institutions (children’s homes, nurseries, schools, shelters, cafeterias) in which are conducted planned agitation work, e) publishes handbills, proclamations, brochures, [and] a page in the local Muslim newspaper.
4. Together with the Sub-Department of National Minorities under the Departments of National Education, it takes measures to organize cultural-enlightenment institutions for Muslim women (literacy schools, clubs etc.)
5. Together with the economic councils and trade unions, it attracts women of the East to social handicraft production, handicraft workshops, artels etc.
6. It looks after the defense of the family rights of women by sending delegates to the kazikhats (local courts) people’s courts, to observe the proper resolution of questions of divorce, division of property etc.
All expenses for the Bureaus are included in the overall estimate of the Departments for Work among Women.
