Слушали:
3. Доклад о работе среди женщин Средней Азии. /т. Любимова/.
Постановили:
3. 1/ Считать, что основные моменты работы Ц.О. курс на молодежь, подготовку работников, перенесение центра тяжести на культурно-просветительную и правовую работу, а также борьбу с бытовыми предрассудками в партийной и комсомольской среде – вполне правильный.
2/ Международный день 8 марта провести под лозунгами 1/ борьба с бытовыми предрассудками и 2/ улучшение быта работниц и женщин коренного населения.
3/ В работе в Бухаре и Хорезме допустить организацию культурно-просветительных женских обществ, привлекая женскую часть местной интеллигенции жен назиров, ответственных партийных работников.
4/ Считать необходимым в Бухаре и Хорезме создание местных фондов на работу среди женщин по примеру Туркестана.
5/ В осенние месяцы 24 года созвать в Ташкенте беспартийный Средне-Азиатский женский Съезд, начав в ближайшие месяцы подготовительную работу.
Считать необходимым перед созывом Средне-Азиатского Съезда провести краевые съезды в Бухаре, Хиве и Туркестане, с чем снестись с соответствующими Центральными Комитетами Партии.
6/ Первоочередной задачей в работе по Бухаре и Хорезму считать создание женской амбулатории в каждой республике и школы грамоты для женщин.
7/ В вопросах о штатах Женотделов считать необходимым предоставление 2 работников в уезды 1-й группы, согласно указания ЦК. РКП.
8/ Предложить Учраспреду совместно с женотделом укомплектовать Отделы Бухары, Хорезма и Джетысу 3 работниками областного масштаба.
9/ В целях подготовки работниц из коренного населения – предложить ЦК КПТ спешно вырешить вопрос с практикантками при Ц.О. и Обженотделах.
10/ При проведении постановления ЦК РКП стремиться к выделению в качестве Завженотделами – членов Наркомов.
11/ При субсидировании кустарной кооперации из государственных средств считать необходимым

выделить особый фонд для специального субсидирования кустарей и кооперативн. артелей женщин.
12/ Вопрос об усилении местных фондов путем отчисления 1% с.-х. налога/опыт Сыр-Дарьинской обл./ передать на разработку и согласование в Экономкомиссию Средазбюро.
13/ План работы по Бухаре и Хорезму/ на три месяца – январь, февраль, март /утвердить/ см. приложение/.
14/ План работы по Туркестану передать на утверждение в ЦК. КПТ.

Excerpt from protocol No. 55 of a session of the Central-Asian Bureau CC RKP on 30 December 1923.
Heard:
3. Report on work among the women of Central Asia. (comrade Liubimova).
Resolved:
3. 1) To consider that the fundamental elements of the work of Ts.O., the course among the youth, the preparation of officials, the transfer of the center of gravity to cultural-enlightenment and legal work, as well as the struggle with daily prejudices in the party and Komsomol sphere is completely correct.
2) International [Women’s] Day, 8 March, to be held under the slogan 1/ the struggle with daily prejudices and 2/ the improvement of the daily life of female workers and women of the native population.
3) In work in Bukhara and Khorezm to permit the organization of women’s cultural-enlightenment societies attracting the female part of the local intelligentsia the wives of the nazirs who are responsible party workers.
4) To consider it essential to establish local funds in Bukhara and Khorezm for work among women based on the example of Turkestan.
5) In the autumn months of 1924, to convene a non-party Central-Asian women’s congress in Tashkent, preparatory work to begin in the coming months.
To consider it essential, before convening the Central Asian Congress, to hold territorial congresses in Bukhara, Khiva, and Turkestan during which to communicate with the corresponding Party Central Committees.
6) To consider the primary task of work in Bukhara and Khorezm the creation of a women’s clinic in each republic and literacy schools for women.
7) On personnel questions of the women’s departments, to consider it essential to recommend 2 workers to the uezd 1st group in accord with the order of the CC RKP.
8) To propose that the Registration-Distribution Bureau together with the women’s department strengthen the Departments of Bukhara, Khorezm, and Dzhetysu with 3 oblast-level workers.
9) In the goal of preparing female officials from the native population, to propose that the CC KPT quickly resolve the question with the practitioners of the Ts.O. and oblast women’s departments.
10) In carrying out the CC RKP resolution, to strive to select as heads of women’s departments members of the People’s Commissariats.
11) Among the subsidies for the handicrafts cooperative, to consider it essential

to set aside a specific fund from state money for a special subsidy to handicrafts and cooperative artels of women
12) The question of increasing local funds by means of levying a 1% agricultural tax /the experience of Syr-Darinsk oblast/ to be transferred for drafting and coordination to the Economic Commission of the Central-Asian Bureau.
13) To confirm the work plan for Bukhara and Khorezm (for three months: January, February, March) (see attachment).
14) The work plan for Turkestan to be sent to CC KPT for confirmation.
