Всем Облисполкомам Туркреспублики.
В целях наиболее успешного проведения в жизнь постановления Туркцика об отмене калыма и повышения брачного возраста для коренного населения Республики Н.К.З.Д предлагает принять следующие неотложные меры.
1. Зачислить за счет практикантства в штаты каждого районного отделения записей актов гражданского состояния по одной грамотной женщине коренного населения, рекомендуемой женотделом для работы в упомянутых органах.
2. Вменить Председателям Волисполкомов в обязанность принимать представителей женотдела для наблюдения за регистрацией браков Волзагсами согласно положения о брачном возрасте.
3. Обязать махалинские [махаллинские] комиссии, к которым будут прикомандированы женотделом делегатки коренного населения той же махали [махалли], выдавать удостоверения на предмет регистрации браков лишь с ведома упомянутых делегаток, в часы и дни, определенные по соглашению с ними.
Все вышеперечисленное провести в жизнь в полном контакте и при участии представителей женотделов – Обкомов.

Circular letter.
To all Oblast executive committees of the Turkestan republic.
With the goal of the most successful realization of the Turkestan Central Executive Committee’s resolution on cancelling kalym and raising the age of marriage for the native population of the republic, the NKVD proposes to pass the following urgent measures.
1. To enroll on the staff of each raion department of the ZAGS [civil registrar’s office] , at the expense of the practitioner, one literate woman of the native population recommended by the women’s department in the organs referred to.
2. To hold the chairmen of the volost executive committees responsible for accepting representatives of the women’s department to observe the registration of marriages by the volost ZAGS in accordance with the statute on marriage age.
3. To require makhali [parish] commissions, to which the women’s department will dispatch delegates of the native population of that parish, to issue certificates regarding the registration of marriages only with the knowledge of the delegates referred to, at times and days to be determined by agreement with them.
Everything enumerated above to be carried out in full contact and with the participation of representatives of the women’s department of the oblast committees.
