1. Туркестанские дела.
(т. Рудзутак).
а) Подтвердить, что арест 183 ферганским басмачей, перешедших на нашу страну со сдачей оружия и находившихся продолжительное время на свободе с ведома гражданских и военных властей Туркестана в момент, когда Фергана уже замирена – является глубоко ошибочным актом. ЦК считает, что подобные аресты, произведенные к тому же обманным путем под видом созыва конференции басмачей, перешедших к минному труду, могут создать в населении обстановку, благоприятствующую новому взрыву басмаческого движения.
б) Считать предложение т. Лисовского об обязательном расстреле 151 человека из 183 арестованных совершенно неприемлемым и гибельным для дела Советской власти в Туркестане, ЦК не возражает против предложения СредАзБюро ЦК нового состава о пропуске арестованных через судебные органы с тем, чтобы подавляющее большинство арестованных было освобождено по суду, частью без оговорок с официальным заявлением о неправильности их ареста, частью же под общественный надзор, а приговор о высшей мере наказания был внесен лишь по отношению к четырем или пяти наиболее злостным и действительно руководящим элементам басмачей, причем исполнение приговора о высшей мере наказания отложить до специального распоряжения из Москвы.
в) Немедленно отозвать т.т. Печерского и Лисовского ввиду обнаруженного ими явного непонимания задач партии в национальном вопросе и прямого нарушения партийной дисциплины, поручив Секретариату ЦК в трехдневный срок подготовить вопрос о составе РВС Туркфронта.
г) Просить ЦКК рассмотреть действия т.т. Любимова, Печерского и Лисовского в связи с невыполнением директив ЦК.
д) Предложить СредАзБюро ЦК немедленно отозвать из состава тройки, выезжающей в Фергану для разбора дел басмачей, т. Лисовского, заменив его лицом, вполне обеспечивающим проведение в жизнь политики партии по национальному вопросу.
е) Признать необходимым в ближайшее время поездку т. Рудзутака на неделю в Туркестан, предложив ему о сроке выезда сговориться с Секретариатом.

1. Turkestan Affairs.
(comrade Rudzutak).
a) To confirm that the Ferganites arrest of the 183 Basmachi who crossed into our country surrendering [their] weapons, and who had been free for an extended time with the knowledge of the civil and military authorities of Turkestan at a time when Fergana was already pacified, is a deeply mistaken act. The CC considers that similar arrests carried out in the same deceptive way, under the guise of convoking a conference of Basmachi who have crossed over to peaceful labor, <<Translator: original “минному труду” but must be “миpному труду”>> may create among the population a situation favorable to a new explosion of the Basmachi movement.
b) To consider the proposal of comrade Lisovsky on the obligatory shooting of 151 of the 183 arrested persons completely unacceptable and fatal for the cause of Soviet power in Turkestan, the CC does not object to the proposal of the new staff of the Central Asian Bureau of the CC on letting the arrested pass through the judicial organs such that the overwhelming majority of arrested would be released by the court, a part without reservations, with an official declaration on the incorrectness of their arrest, a part under social observation, but a sentence of the highest measure of punishment would be brought only in relation to four or five of the most malicious and genuinely leading Basmachi elements, the execution of the sentence of the highest measure of punishment to be set aside pending a special instruction from Moscow.
c) To recall immediately comrades Pechersky and Lisovsky in view of their display of complete misunderstanding of the tasks of the party regarding the national question and direct violation of party discipline, the CC Secretariat is ordered to prepare the question of the staff of the RVS on the Turkestan Front in three days time.
d) To request the TsKK to review the activities of comrades Liubimov, Pechersky, and Lisovksy in connection with [their] failure to fulfill the directive of the CC.
e) To direct the Central Asian Bureau of the CC to recall immediately from the staff of the troika departing for Fergana to investigate the Basmachi cases, comrade Lisovsky, replacing him with someone absolutely sure to carry out the party’s policy on the national question.
f) To consider it necessary in the immediate future for comrade Rudzutak to travel to Turkestan for a week, suggesting that he arrange the time of his departure with the Secretariat.
