Уполномоченному Комиссией В.Ц.И.К. по делам Туркестана и Революционно военным Советом Туркестанской Республики Георгию Скалову и Председателю Революционного Комитета Аму-Дарьинского Отдела Солдатову.
После выражения чувств дружеского привета извещаем, что до сего времени мы, Хивинцы, жили в постоянном дружестве с Россией.
Положение в которое волею Божией мы были поставлены Вам вероятно известно, мы не были самостоятельны, нами руководили другие, но теперь когда они отстранились, мы от всей души желаем восстановления вновь наших старых дружественных отношений.
Мы надеемся, что Вы к нам как слабым и обиженным отнесетесь великодушно и войдете в положение наше.
Молим Бога от чистого сердца, чтобы наши дружеские отношения были восстановлены вновь более прочно чем было раньше и быть единым с Вами как телом, так и душой. Желаем, чтобы впредь все жители как левого, так и правого берега жили в добром мире и братстве.
Для выражения лично наших дружеских чувств и объяснений мы посылаем к Вам Представителей: Казы Каляна Ишана, Казы Аскера Ишана, Аглям Ишана Реис Ишана Казы Хас Сабыра Махсум Ишана Матриф , Муфти Ишана, Мухамед Рафис Муфти Ишана, Атаджан Ходжа Муфти Ишана, Ибадулла Муфти Ишана, Мадреим Муфти Махсум Ишана.
Представители от сановников: Накиб Ишана, Кушбеги, Тюря Аталыка и Аваз Инак.
От купечества и народа: Машниязбай Аксакал, Матпанабай, Мадамин Хаджи, Матчанбай, Рахманбергенбай, Сабурбай, Ишан-Кары и Артыкбай.

To the Plenipotentiary for the All-Russian TsIK Commission for Turkestan Affairs and the Turkestan Republic's Revolutionary Military Council, Georgy Skalov, and the Chairman of the Revolutionary Committee of the Amu-Darya Department, Soldatov.
Having expressed our warm greetings, we hereby inform you that we Khivans have always lived in constant friendship with Russia.
You are probably aware of the position in which we, by the will of God, have been placed. We have not been independent; we have been governed by others, but now they are gone, and from the bottom of our hearts we wish to restore our former friendly relations.
We hope that your attitude toward us is magnanimous and that you sympathize with our position.
We pray to God with a pure heart that our friendly relations be restored and be stronger than in the past and to be united with you both in body and in soul. In the future, we desire for all inhabitants of both the left and right shores to live in benevolent peace and fraternity.
To express in person our feelings of friendship and for explanations, we are sending representatives to you: Kazy Kalian Ishan, Kazy Asker Ishan, Agliam Ishan, Reis Ishan, Kazy Khas Sabyr Makhsum Ishan, Mtrif, Mufti Ishan, Mukhamed Rafis Mufti Ishan, Atadzhan Khodzha Mufti Ishan, Ibadull Mufti Ishan, Madreim Mufti Makhsum Ishan.
Representatives of dignitaries: Nakib Ishan, Kushbegi, Tiuria Atalykai Avaz Inak.
