Комиссии, избранной на заседание АРК ЦК ВКП/б/ для выработки практических предложений по вопросу о борьбе с мусульманским религиозным движением и инструкции о порядке открытия религ. школ и преподавания в них.
от «13» октября 1926 года.
Порядок дня:
1/ Выработка практических предложений по борьбе с мус. религ. движением.
2/ Выработка инструкций о порядке открытия мусульман. религ. школ в РСФСР и автономных республиках и преподавание в них.
Присутствовали: т.т. Волленберг, Тучков, Тагиров/ предст. Татобкома ВКП /б/, Мансуров /Наркомпрос РСФСР./, Таипов и Кобецкий.
Председательствовал - Тучков
при Секретаре – Кобецком.
Слушали:
1/ Выработка практических предложений по борьбе мусульманским религиозным движением.

2/ Выработка инструкции о порядке открытия мусульманских религиозных школ и преподавания в них для РСФСР и автономных республик.

Постановили:
1/ В основу практических предложений взять проект, выработанный т.т. Тучковым и Кобецким, внеся следующие изменения и дополнения:
а/ В вводной части слово «национальной» изменить на «религиозной».
б/ в пункте 1 слова «создавшееся положение» изменить на «все возможности» и вставить пункт первый «в религиозном вопросе» и «в интересах населения».
в/ в пункте 4 второй абзац сократить, оставив слова «и в случае нарушения виновных привлекать к ответственности» и дополнить следующим: «соответствующим организациям наряду с

этим следить также за тем, чтобы в мечетях не произносились проповеди антисоветского характера».
г/ В пункте 6 внести дополнение об изъятии от мулл книг «Хайлле Тефтер» и лишить их права неофициального введения актов гражданского состояния.
д/ В пункте 7 совершенно вычеркнуть со слов: «в основу единой инструкции» и до конца.
Включить указание на необходимость выработки особой инструкции для Средней Азии Сев. Кавказа и Закавказья.
е/ Пункт 9 перередактировать и включить в него указания на невыполненность первого пункта постановл. ВЦИК от 9/VI-24г. и отметить, что лучшим средством против религиозной школы является: расширение и улучшение сети советской школы и в качестве мероприятий указать на необходимость отпуска средств, для чего обратиться в ЦК.
Окончательную редакцию составить т. Тучкову и Кобецкому.
ж/ К пункту 10 прибавить: «с попыток организации их в селах и деревнях» и «ограничить открытие этих школ /Казань, Уфа и Симферополь/.
з/ Из пункта 11 вычеркнуть: «на восточных окраинах».
и/ По пункту 15 совещание признать желательным «время и место созыва согласовать с комиссией».
к/ К пункту 16 добавить: «указав на необходимость издания литературы».
л/ Прибавить пункт о необходимости согласованности действий центра и местных организаций.

Проект резолюции принимается в целом всеми голосами, кроме т. Мансурова, особое мнение которого прилагается к протоколу.
2/ В основу взять выработанный проект Татнаркомпроса, приняв во внимание все ранее изданные НКП и НКВД инструкции на основе постановления ВЦИК от 9/VI-24г.
В проект Тат. Наркомпроса внести следующие изменения:
а/ §3 изменить конец следующим образом: «в уездах – Уисполкомов, кантонах – Кантисполкомом, округах – Окр. Исполкомом и в Губ. – Губисполкомом.
б/ В пункте 4 дать две редакции в одной указать, что в религиозной школе могут обучаться лица, окончившие сов. школу и достигшие 14-ти летнего возраста /за голосовало 4/; во втором – редакции указать, что в религиозной школе могут обучаться лица, окончившие советскую школу или достигшие 14-ти летнего возраста /за голосовали т.т. Тучков и Мансуров/.
в/ В пункте 6 изменить в том смысле, что обучение в религиозной школе может происходить один раз в неделю в дни свободные от школьных занятий /т. Мансуров предлагал разрешить занятия 6 раз в неделю во внешкольное время/.
г/ В пункте 8 указать, что преподавание в религиозных школах должно итти по программе, выработанной органами мус. духовенства, утвержденной Наркомпросами по согласованию указанной программы между собою.

В пункте 8 же указать, что преподавание может вестись и на арабском языке.
е/ В пункте 13 указать, что разрешение на открытие религиозных школ должно выдаваться президиумом исполкомов, а не отдельными лицами.
ж/ В пункте 14 внести изменение в том смысле, что правильность подписей удостоверяется ВИКом и вычеркнуть со слов: «всем родителям, желающим обучаться».
з/ в пункт 15 добавить «мулл организаторов школ».
и/ Из §18 вычеркнуть пункты «С», «П» и «Р».
к/ В пункте 27 вычеркнуть слова: «предание виновных» и до конца.
л/ В пункте 28 вычеркнуть слово «постановление».
Инструкция с поправками и изменениями принимается всеми, кроме т. Мансурова, который по ряду причин остается при особом мнении.

Ввиду того, что §§4,6 по существу отменяют постановление ВЦИК от 9/VI-24г. и что всякие ограничения прежде принятых решений будут способствовать усиленно религиозного влияния среди мусульман, а загонит дело в подполье.

of the Commission elected at the meeting of the ARC of the VKP(b) CC to work out practical recommendations for the struggle against the Muslim religious movement and instructions on the procedure for opening religious schools and teaching at them.
13 October 1926.
Agenda:
1) Working out practical recommendations for the struggle against the Muslim religious movement.
2) Working out instructions on the procedure for opening Muslim religious schools in the RSFSR and autonomous republics and teaching at them.
Present: Cdes. Vollenberg, Tuchkov, Tagirov (representative of the Tatar Oblast Committee of the VKP(b)), Mansurov (RSFSR PC of Education), Taipov and Kobetsky.

Heard:
1) Working out practical recommendations for the struggle against the Muslim religious movement.

2) Working out instructions on the procedure for opening Muslim religious schools and teaching at them for the RSFSR and autonomous republics.

Resolved:
1) To use as the basis for the practical recommendations the draft worked out by Cdes. Tuchkov and Kobetsky, while making the following amendments and additions:
a) In the introductory section, change the word "ethnic" to "religious."
b) In item 1, change the words "the situation has taken shape" to "all possibilities" and insert [in] item 1 "on the religious question" and "in the interests of the population."
c) in item 4, delete the second paragraph while leaving the words "and in the event of a violation, the guilty parties are to be held to account" and add the following: "the relevant organization in addition to

this are also to make sure that sermons of an anti-Soviet nature are not delivered in mosques."
d) In item 6, insert an addendum on the seizure from mullahs of "Khaille Tefter" books and strip them of the right to unofficially record events affecting civil status.
e) In item 7, strike out completely the words beginning with "the basis of the common instructions" and until the end.
Include a reference to the necessity of working out special instructions for Central Asia, North Caucasus and Transcaucasia.
f) Item 9 is to be re-edited and a reference included to the fact that item 1 of the resolution of the ACEC of 9 June 1924 has not been fulfilled, and it is to be noted that the best way of combating religious schools is: the expansion and improvement of the network of Soviet schools and in regard to actions refer to the necessity of allocating funds, for which purpose a request is to be addressed to the CC.
The final wording is to be formulated by Cdes. Tuchkov and Kobetsky.
g) Add to item 10: "from attempts to organize them in settlements and villages" and "to limit the opening of these schools (Kazan, Ufa and Simferopol).
h) Delete from item 11: "in the outlying eastern areas."
i) Regarding item 15 a meeting is deemed desirable "the time and place of the meeting to be approved by the commission."
j) Add to item 16: "referring to the necessity of publishing literature."
k) Add a item on the necessity of coordinating the actions of the center and local organizations.

The draft resolution is accepted as a whole by every vote except that of Cde. Mansurov, whose dissent is attached to the minutes.
2) Use as a basis the draft of the Tatar PC of Education, taking into account all instructions previously issued by the PC of Education and the NKVD on the basis of the ACEC resolution of9 June 1924.
Make the following amendments to the draft of the Tatar PC of Education:
a) Amend the end of item 3 as follows: "in uezds, by the Uezd Executive Committee; in cantons, by the Canton Executive Committee; in okrugs, by the Okrug Executive Committee; and in Gubernias, by the Gubernia Executive Committee."
b) In item 4, provide two versions—in one, specify that a religious school may be attended by individuals who have graduated from a Soviet school and have reached 14 years of age (4 voted in favor); in the second version, specify that a religious school may be attended by individuals who have graduated from a Soviet school or have reached 14 years of age (Cdes. Tuchkov and Mansurov voted in favor).
c) In item 6, amend it to say that instruction in a religious school may take place once a week on days when there are no school classes (Cde. Mansurov proposed that classes be permitted 6 times a week during nonschool hours).
d) Specify in item 8 that instruction in religious schools must follow the program worked out by the Muslim clerical bodies and approved by the PCs of Education while coordinating the program with one another.

Specify in item 8 that instruction may be conducted in Arabic.
f) [sic] Specify in item 13 that permission to open religious schools must be issued by the presidium of executive committees, not by individuals.
g) Amend item 14 to say that signatures are to be authenticated by the ACEC and delete the words beginning with: "to all parents who wish to learn."
h) In item 15, add "mullahs establishing the schools."
i) Delete clauses "S," "P" and "R" from item 18.
j) In item 27 delete the words "turning in the guilty parties" and until the end.
k) In item 28 delete the word "resolution."
The instructions with corrections and amendments are accepted by everyone except Cde. Mansurov, who for a number of reasons continues to dissent.

In view of the fact that items 4 and 6, in effect, repeal the ACEC resolution of 9 June 1924 and that any restrictions in previously adopted decisions will promote an increase in religious influence among Muslims, and will drive the matter underground.
