Комиссии, избранной на заседании АРК ЦК ВКП /б/
8 октября 1926г.
Констатируя, что в основе развившегося движения среди мусульман лежит стремление мус. духовенства добиться права участия в политической жизни страны, как самостоятельной религиозной единицы, с какой целью ими начата борьба за фактическую отмену 13 пунктов конституции РСФСР, АРК ЦК ВКП/б/ считает необходимым напомнить местным парт. организациям, что никакое отступление от 13 п. конституции недопустимо, и в целях пресечения стремления мус. духовенства необходимым:
1. Использовать все возможности для углубления и расширения внутренних противоречий среди духовенства. Принять меры к разъяснению всем группировкам среди духовенства, через соответствующие организации, что политика правительства в религиозном вопросе остается неизменной и в интересах населения правительству нежелательны подобные попытки части духовенства вызвать конфликт религиозной части населения с государством.
2. Предложить соответствующим органам усилить борьбу с той частью духовенства, которая ведет работу в указанном выше направлении, не останавливаясь в случае необходимости в применении репрессивных мер, как судебного, так и несудебного характера.
3. Издать, через соответствующие организации, специальное разъяснение к инструкции о перевыборах в советы, о лишении муэдзинов /азанчей/ пассивного и активного избирательного права.
4. Принять меры к недопущению использования духовенством легальных возможностей /съездов, конференций, школ, курсов по подготовке и переподготовке мулл./ Для целей политической пропаганды, для чего указать местным организациям на недопустимость включения в повестку дня и программы курсов вопросов не имеющих прямого и непосредственного отношения к религиозно-догматическим и обрядовым вопросам.
Наряду с этим следить также за тем, чтобы в мечетях не произносились проповеди антисоветского характера.
В случае нарушения виновных привлекать к ответственности.

5. Для пересечения выявившихся попыток со стороны духовенства, захватить под свое влияние население путем сосредоточения в своих руках экономических функций /ссудные операции, прокат сепараторов и т.д./ указать местным организациям на необходимость усиления в срочном порядке работы по с/х и кредитному кооперированию населения в тех местностях, где эти попытки имели место, и вовлечение населения в различные общества и артели, представляя им максимум льгот.
Наряду с этим в этих же местностях в ударном порядке провести ряд мер по укреплению местных, партийных, комсомольских и советских организаций, обратив внимание на усиление и связей с местным басмачеством и беднотой.
6. Отмечая, что духовенство используя культурную отсталость населения, приступило к составлению списков верующих и продолжает неофициально вести запись актов гражданского состояния /хайлле тефтер/ и использует как списки, так и хайлле тефтер для запугивания более отсталых слоев населения, местным организациям необходимо пресекать все попытки духовенства и в этом направлении. Через соответствующие организации изъять у духовенства хайлле тефтер.
7. Ввиду того, что мус. духовенство при агитации за открытие религиозных школ использовало некоторые неясности в различных инструкциях, изданных Наркомпросами и Наркомвнуделами в развитие постановления ВЦИКа от 9/VI-24г., а с другой стороны их нарушило, комиссия считает необходимым издание единообразной инструкции. Причем ввиду наличия местных особенностей для Ср. Азии, Закавказья и Сев. Кавказа должна быть выработана особая инструкция.
8. Поручить соответствующим органам наблюдение за неуклонным исполнением инструкции.
9. Комиссия считает, что в числе причин, способствующих росту религиозных школ наряду с сильным влиянием мус. духовенства на населения, занимать большое место – слабость и малочисленность советских школ, укрепление и расширение сети которых явится самой лучшей мерой борьбы с ростом религиозной школы. Наряду с этим учитывая, что пункт 1-й постановления ВЦИК от 9/VI-24г. о расширении сети тюрко-татарской советской школы остался почти

не выполнен из-за отсутствия соответствующих ассигновок Наркомпроса, комиссия считает необходимым обратиться в ЦК с просьбой об ассигновании соответствующих средств Наркомпросам.
10. В целях борьбы с укреплением и расширением кадра мулл и попыток организации в селах и деревнях курсов по подготовке и переподготовке мулл, сократить до минимума выдачу разрешения на открытие их, допуская открытие школ только в городах: Казани, Уфе, и Симферополе.
11. Указать всем партийным и советским органам на сугубую необходимость энергичной работы, направленной по линии борьбы мус. духовенства за влияние на крестьянство, для чего в дополнение к вышеизложенным мероприятиям:
а/ повести кампанию по разъяснению крестьянству роли и значения советской школы, вредности религиозных школ, используя для этого печать, съезды, конференции и т.д.
б/ Повести широкую кампанию по разъяснению отношения партии к религии и нации.
в/ Усилить работу культ. просветительных организаций в районах, охваченных религиозным движением.
12. В тех же целях обратить внимание местных организаций на необходимость усиления антирелигиозной работы среди населения, обеспечивая выдержанность антирелигиозной пропаганды и ведение ее в полном согласовании с соответствующими партийными постановлениями, для чего рекомендовать:
а/ усилить и укрепить средствами и силами существующие союзы безбожников /Дэвриляр/, и приступить к организации таковых в тех местах, где они до сих пор не организованы.
б/ усилить работу по подготовке кадров пропагандистов.
в/ включить в учебные планы сов. парт. школ. пед. техникумов и школ II-й ступени элементов антирелигиозной пропаганды.
е/ принять меры по вовлечению в антирелигиозную работу комсомола, учительства и интеллигенции.
13. Во избежание появления в печати не вполне выдержанных статей по вопросам антирелигиозной пропаганды, корректирование соответствующих статей возложить на Обкомы, согласовавших свою линию с комиссией при ЦК.
14. Обкомам и Губкомам на основании настоящего постановления разработать

схему мероприятий местного характера на ближайший период времени.
15. Созыв совещания из представителей парткомов всех тюркских республик и областей, совместно с антирелигиозниками, для разработки соответствующих мер борьбы с мус. духовенством считать желательным. Место и время созыва решить особо.
16. Вопрос об оказании содействия соответ. организациям и в частности Татобкому ВКП /б/ в издании антирел. и естественно-научной литературы, рассмотреть одновременно с вопросом о содержании и идеологической выдержанности уже изданной литературы.
17. В виду наблюдавшихся случаев обращение мус. духовенства в центр с целью обхода законных распоряжений местных властей по ряду религиозных вопросов и удовлетворения их просьб центром вопреки постановлениям местных сов. и парт. органов, комиссия считает необходимым обратить внимание соот. центр. орган. на необходимость согласовывать вопросы, имеющие принципиальное значение с местными организациями.

Practical recommendations
of the Commission elected at the meeting of the ARC [Antireligious Committee] of the VKP(b) CC
8 October 1926
Noting that the movement that has developed among Muslims is based on an effort by the Muslim clergy to secure a right to participate in the country's political life as an autonomous religious unit, to which end they have begun a struggle for the effective repeal of 13 clauses of the RSFSR Constitution, the ARC of the VKP(b) deems it necessary to remind local party organizations that no retreat from the 13 clauses of the Constitution is permissible, and in order to halt the effort by the Muslim clergy it is necessary:
1. To utilize all possibilities to deepen and widen the internal contradictions among the clergy. To take measures to clarify to all groups among the clergy, through the relevant organizations, that government policy on the religious question remains inalterable and in the interests of the population the government deems undesirable such attempts by a segment of the clergy to cause a conflict between the religious segment of the population and the state.
2. To instruct the relevant bodies to intensify the struggle against the segment of the clergy that is working in the aforementioned direction, without hesitating, if necessary, to impose repressive measures, both of a judicial and a nonjudicial nature.
3. To publish, through the relevant organizations, a special clarification to the instructions on the re-elections to the Soviets and on stripping muezzins (azanchi) of the right to be elected to public office and the right to vote.
4. To take measures to prevent use by the clergy of legal opportunities (congresses, conferences, schools, courses for the training and advanced training of mullahs) for purposes of political propaganda, to which end specify to local organizations that it is impermissible to include in the agenda and programs for courses questions that have no direct or indirect relation to questions of religious dogma or ceremonies.
In addition to this, also make sure that sermons of an anti-Soviet nature are not delivered in mosques.
In the event of a violation the guilty parties are to be held to account.

5. In order to halt the attempts by the clergy that have been uncovered to gain influence over the population by concentrating in its hands economic functions (loan operations, the rental of separators, etc.), local organizations are instructed to intensify work on an urgent basis in regard to organizing the population into agricultural and credit cooperatives in areas where these attempts have taken place, and to involve the population in various societies and artels while providing them as many benefits as possible.
In addition, carry out a series of measures on a priority basis in those areas to strengthen local, party, Komsomol and Soviet organizations, while paying attention as well to strengthening ties with the local basmachi and poor peasants.
6. Noting that the clergy, making use of the population's cultural backwardness, has begun to compile lists of believers and is continuing unofficially to keep a record of events affecting civil status (khaille tefter) and is making use both of the lists and of the khaille tefter to intimidate the more backward strata of the population, local organizations must halt all attempts by the clergy in the direction. Seize khaille tefter from the clergy through the appropriate organizations.
7. In view of the fact that the Muslim clergy, in agitating for the opening of religious schools, made use of certain ambiguities in various instructions issued by the PCs of Education and the PCs of Internal Affairs [NKVDs] to develop the ACEC resolution of 9 June 1924, and on the other hand violated them, the commission deems it necessary to issue uniform instructions. Furthermore, given the specific local characteristics of Central Asia, Transcaucasia and North Caucasus, special instructions must be drawn up.
8. To instruct the relevant bodies to oversee steadfast fulfillment of the instructions.
9. The commission believes that, among the causes for the growth of religious schools in addition to the strong influence of the Muslim clergy on the population, a key factor is the weakness and small number of Soviet schools, and strengthening and expanding their network will be the best way of combating the growth of religious schools. In addition, considering that item 1 of the ACEC resolution of 9 June 1924 on expanding the network of Turkic-Tatar Soviet schools has remained nearly

unfulfilled due to the lack of the needed appropriations from the PC of Education, the commission deems it necessary to submit a request to the CC for the appropriation of the needed funds to the PCs of Education.
10. In order to combat the strengthening and expansion of the cadre of mullahs and the attempts to organize in the settlements and villages courses for the training and advanced training of mullahs, reduce to a minimum the issuance of permissions to open them, allowing schools to open only in the cities of Kazan, Ufa and Simferopol.
11. To inform all party and Soviet bodies of the special necessity of vigorous work to fight the Muslim clergy for influence on the peasantry, to which end, in addition to the above activities, they must:
a) wage a campaign to clarify to the peasantry the role and importance of Soviet schools and the perniciousness of religious schools, making use for this purpose of the press, congresses, conferences, etc.
b) wage a broad campaign to clarify the party's attitude toward religion and nationalities.
c) Intensify the work of cultural-educational organizations in areas encompassed by the religious movement.
12. For the same purpose, call the attention of local organizations to the necessity of intensifying antireligious work among the population, ensuring that antireligious propaganda is consistent and that it is conducted in full accordance with the relevant party resolutions, to which end it is recommended:
a) to intensify and strengthen with funds and resources the existing unions of atheists (Devriliar) and begin organizing them in places where they have not yet been organized.
b) to intensify work on training cadres of propagandists.
c) to include in the academic plans of Soviet and party schools, pedagogical technicums and Stage 2 schools elements of antireligious propaganda.
f) [sic] to take measures to recruit the Komsomol, teachers and the intelligentsia for antireligious work.
13. In order to avoid the appearance in the press of not completely consistent articles on matters of antireligious propaganda, to entrust the proofreading of the articles in question to the Oblast Committees that have cleared their line with the CC's commission.
14. Oblast and Gubernia committees are to work out,

on the basis of this resolution, a local action plan for the forthcoming period.
15. It is deemed desirable to convene a conference of representatives of party committees from all the Turkic republics and oblasts, together with antireligious functionaries, in order to work out necessary measures for combating the Muslim clergy. The place and time for the conference are to be decided separately.
16. The question of providing assistance to the relevant organizations, and in particular to the Tatar Oblast Committee of the VKP(b), in publishing antireligious and natural-science literature, is to be considered simultaneously with the question of support for, and the ideological consistency of, already published literature.
17. In view of the instances that have occurred in which the Muslim clergy has petitioned the center in order to circumvent legal directives by local authorities on a number of religious questions and the center has granted their requests contrary to the resolutions of local Soviet and party bodies, the commission deems it necessary to call the attention of the relevant central bodies to the necessity of clearing matters of fundamental importance with local organizations.
