§1. Выписку из постановления Самобчека за №10 §30 и доклад предсамобчека тов. Целухова о развивающемся басмачестве в Самаркандской области, с ходатайством коллегии Самобчека о предоставлении ей права расправы над захваченными на месте преступления.
Постановили:
§1. Заслушав доклад предсамобчека, президиум находит необходимым признать Самаркандскую область угрожающей по развитию басмачества, а потому ходатайствовать перед ППВЧК и ИСПОЛБЮРО ЦККПТ
а/ представить право Самобчека применения высшей меры наказания самостоятельно без санкций ППВЧК и ТУРЧЕКА к захваченным на месте совершения бандитских налетов и террора населения.
б/ Просить Исполбюро о ЦККПТ выделить двух ответственных работников для поездки в Самаркандскую область для призыва басмачей к сдаче оружия в определенный срок, а в случае неподчинения басмачей к призыву сдаче оружия не подчинившихся считать объявленными вне закона со всеми вытекающими последствиями.
в/ Всех пособников к басмачам, а также и родственников последних брать, как заложников, конфисковывая все имущество.
г/ Для скорейшей ликвидации басмачества, привлечь Особый Отдел, находящийся в Самарканде к работе совместно с Самобчека.

Discussed:
§1. Excerpt §30 from Samarkand Oblast Cheka Order №10 and a report by the Chairman of the Samarkand Oblast Cheka Cde. Tselukhov on the developing basmachestvo [the Bashmachi movement] in the Samarkand Oblast, including a request by the Collegium of the Samarkand Oblast Cheka authorizing it to implement punitive measures against those captured at a crime site.
Resolved:
§1. Having heard the report by the Chairman of the Samarkand Oblast Cheka, the Presidium believes it is necessary to declare that the Samarkand Oblast constitutes a threat that serves to promote basmachestvo, and will appeal to the authorized representatives of the VCheka and the ISPOLBURO CC CPT:
a/To grant the Samarkand Oblast Cheka the right to impose capital punishment on those captured at the site of bandit attacks or terrorism against the public independently, without authorization by the authorized representatives of the VCheka or the TURCHEKA;
b/To request that the Ispolburo CC CPT assign two responsible workers to travel to the Samarkand Oblast to issue a demand that all Basmachi surrender their weapons by a certain date, and in the event that the Basmachi fail to meet the demand to surrender their weapons, those who retain weapons shall be declared criminals with all the associated consequences;
c/All Basmachi accomplices, as well as their relatives, shall be taken hostage and all their property confiscated;
d/In order to eradicate basmachestvo as quickly as possible, the Special Section in Samarkand shall be assigned to work jointly with the Samarkand Oblast Cheka.
