Из поступающих в Турцик сведений усматривается крайне пренебрежительное  и безразличное отношение к требованиям  и нуждам учреждений подведомственных Отделам Народного Образования на местах и Комиссариату Народного Просвещения Республики, которое наблюдается со стороны всех Краевых Комиссариатов, всех местных Исполкомов и всех Продовольственных Отделов и Отделов Совета Народного Хозяйства.

Вследствие такого преступного отношения к нуждам учреждений одного из самых важных Комиссариатов Республики получается то, что в приютах дети лишены какой-либо мало-мальски , человеческой заботы и принуждены погибать голодными, холодными, неодетыми, необутыми и как-бы обреченными самою властью на гибель, вследствие упорного нежелания прийти к ним на помощь и выполнить то, что на них возлагают заповеди социализма и законы социального государственного строя.

В школах дети принуждены оставить свое образование, за невозможностью посещать их, так как последние не отапливаются, а сами дети не имеют ни одежды, ни обуви, ни пропитания, одетые в какие-то лохмотья, обречены на болезнь и смерть.

Такое безразличное и даже преступное отношение к тому святому делу, которое является основной целью всего советского строя, - народному просвещению, не может быть далее терпимо Турциком, - Ведь главною задачей Советской Власти служить дать народу, дать детям свет и сделать их гражданами, способными к восприятию современной культуры, и вообще заботить о том, чтобы наше поколение было здорово телом и духом. Между тем, приходится

наблюдать абсолютно пассивное отношение к существованию всех этих трудных задач, выполнение коих лежит на обязанности Комиссариата Народного Просвещения и Отделов его на местах.

В виду всего изложенного, Президиум Турцика строжайше предписывает всем Краевым Комиссариатам, всем Исполкомам и особенно всем Продовольственным Отделам и всем Отделам Совета Народного Хозяйства Республики беззамедлительно идти навстречу удовлетворению всех нужд и требований Комиссариата Народного Просвещения и Отделов его на местах, проверяя, что за всякое неисполнение таковых требований и нарушение сего циркулярного предписания виновные в том будут привлекаться к законной ответственности.

Комиссариату же народного Просвещения предлагается применить решительные меры к поставлению подведомственных ему в Республике школ и приютов в те условия, при которых будут в состоянии реально себя проявить и дать всему народу здоровье и просвещение для дальнейшей работы и окончательное закрепление за собой прав пролетариата,  - и о малейших препятствиях, встречающихся на пути осуществления означенных задач, немедленно доводить до сведения Турцика.

Information being received by the Turkestan CEC shows the extremely scornful and indifferent attitude toward the requests and needs of institutions under the authority of Departments of Public Education on the local level and toward the Republic's Commissariat for Public Education being exhibited by all the Krai Commissariats, all local executive committees, and all Food Departments and Departments of the Economic Council.

As a consequence of such a criminal attitude toward the needs of the institutions of one of the Republic's most important Commissariats, children in orphanages are deprived of even the slightest human concern and are forced to perish in hunger and cold, unclothed, unshod, and apparently doomed by the government itself to die as a result of a stubborn reluctance to come to their aid and fulfill the precepts of socialism and the laws of the state's social system.

Children are forced to abandon their education for a lack of opportunity to attend schools, since they are not heated, and the children themselves have neither clothing nor shoes nor food and are dressed in rags, doomed to disease and death.

The indifferent and even criminal attitude to this sacred cause, which is the main goal of the entire Soviet system--the people's education--cannot be tolerated any longer by the Turkestan CEC. After all, the main task of the Soviet Government is to serve the people, to give children light and turn them into citizens capable of perceiving contemporary culture and generally take pains to assure our generation is healthy in body and mind. Meanwhile, we are forced to

observe an utterly passive attitude toward all difficult problems that are supposed to be solved by the Commissariat of Public Education and its local Departments.

In light of everything aforementioned, the Presidium of the Turkestan CEC adamantly orders all Krai Commissariats, all executive committees, and especially all Food Departments and all Departments of the Republic's Economic Council to immediately move toward satisfying all the needs and requests of the Commissariat of Public Education and its Departments locally, ensuring that anyone guilty of failing to fulfill such requests and violating this circular order is legally charged.

The Commissariat of Public Education is hereby asked to take decisive measures to provide the Republic's schools and orphanages under its authority with conditions under which they will truly be able to do their best and give all the people health and education for further work and the final consolidation of the rights of the proletariat--and to immediately inform the Turkestan CEC of even the slightest obstacles encountered on the path toward fulfilling these tasks.
