 Le télégramme suivant, émanant de M. Djefer Seidamet, délégué plénipotentiaire du Parlement National Tatar de Crimée, avec la réponse du Secrétaire Général, est communiqué aux Membres du Conseil, à titre d'information.

Demande des Tatars de Crimée d’être placés sous la tutelle de la Société des Nations.

En ma qualité de Délégué plénipotentiaire du Parlement National Tatar de Crimée élu au vote universel direct sans distinction des sexes, j'ai l'honneur de présenter au Secrétariat de la Ligue des Nations, la demande de notre peuple d'être reçu sous la tutelle de la Ligue des Nations.

La nation tatare établie en Crimée depuis dix siècles soumise par Catherine II à la tyrannie russe n’a jamais cessé d’aspirer à l’indépendance dans son esprit de liberté, de démocratie, d’ordre social, de travail, la rend entièrement digne.

Elle repousse toute domination étrangère, mais vu les difficultés qui l'entourent, elle désire qu'en application de l'article XXII du pacte de la Société des Nations, l'aide d'une nation développée qui deviendrait auprès d ‘elle le mandataire de la Ligue lui soit accordée. Conservant de nos anciennes relations avec la République de Pologne les souvenirs de la justice et de la droiture qui l’ont toujours caractérisée dans ses rapports avec les autres peuples, nous adressons au Maréchal Pilsudski, Chef de l’État Polonais, la proposition de rétablir entre nos deux pays des liens anciens. C'est à la Pologne que nous désirons voir confié le mandat de la Ligue sur la Crimée. Je suis prêt à me rendre à Londres pour présenter mes pleins pouvoirs et pour traiter la question en détail. Prie donner réponse, Lausanne, Avenue Grammont, à Djefer Seidamet, Délégué plénipotentiaire du Parlement National Tatar de Crimée.

j'ai l'honneur de vous accuser réception de votre lettre en date du 17 mai que je communiquerai aux Membres du Conseil ; mais il paraît peu probable que la question qu'elle soulève puisse être séparée de l'ensemble du problème russe.

Nous serons heureux cependant de recevoir à titre documentaire tout renseignement que vous pourrez nous fournir.

League of the Nations.

The following telegram from M. Djefer Seidamet, Plenipotentiary Delegate of the Tatar National Parliament of the Crimea, together with the Secretary-General’s reply thereto, is circulated from the information of the Members of the Council.

Request by the Tatars of the Crimea to be placed under the protection of the League of Nations.

As Delegate Plenipotentiary of the National Parliament of the Tartars of the Crimea, duly elected by the direct universal suffrage without distinction of sex, I have the hour to present to the Secretariat of the League of Nations the request of our people to be placed under the guardianship of the League of Nations.

The Tartar nation, which has been settled in the Crimea for the last ten centuries, and which was brought under the heel of the Russian Tyranny by Catherine II., has never ceased  to aspire to the independence of which its democratic spirit, and its love of liberty, of social order, and of work, make it entirely worthy.

The Tartar national repudiates all foreign domination, but, in view of the difficulties with which it is surrounded, desires, in conformity with Article XXII of the Covenant of the League of Nations, the help of a more advanced nation as Mandatory on behalf of the League. Remembering our ancient relations with the republic of Poland and the justice and uprightness which have always characterized the dealings of this nation with other peoples, we appeal to Marshal Pilsudski, Head of the Polish State, to re-establish the ancient ties between our two countries. It is to Poland that we wish to see entrusted the mandate of the League for the Crimea. I am ready to come to London to present my credentials and to negotiate this question in detail. I beg that a reply be sent to Lausanne, Avenue Grammont, addressed to Djefer Seidamet, Plenipotentiary delegate of the National Parliament of the Tartars of the Crimea.

I have the honour to acknowledge receipt of your letter dated 17th May, which I will communicate to the Members of the Council, but the question it raises can hardly be separated from the whole Russian problem.
