Совет Народных Комиссаров Союза ССР товарищу В.М. Молотову
Всесоюзное общество культурной связи с заграницей намерено послать своим уполномоченным в ряде стран Ближнего Востока "сборник материалов мусульманского съезда Северного Кавказа" для издания этого сборника на местах с целью ознакомления зарубежных мусульман с религиозной жизнью в СССР.
С согласия Совета по делам религиозных культов при СНК СССР, в сборник включены материалы указанного съезда, состоявшегося летом 1944 г. в г. Буйнакске, Дагестанской АССР, а именно: доклад председателя Оргкомиссии по созыву съезда; речи делегатов и гостей съезда; выборы духовного управления мусульман Северного Кавказа и утверждение устава духовного управления; обращение съезда к мусульманам о зверствах и насилиях фашистов над мусульманами во временно оккупированных немецкими захватчиками районах Северного Кавказа; резолюции съезда; приветственная телеграмма съезда на имя тов. И.В. Сталина и пр.
Одновременно с этим Союзинтогкино по заданию ВОКС"а должно смонтировать один звуковой кинофильм, посвященный прошедшим в Ташкенте и Баку мусульманским съездам. С этой целью Союзинторгкино использует два звуковых фильма, на которых были засняты Ташкентской и Бакинской студиями кинохроники названные съезды. Полученную таким образом кинокартину предположено направить для демонстрации в Иран, Аравию, Египет, Индию.
Управление агитации и пропаганды ЦК ВКП(б) не возражает против этого. Совет по делам религиозных культов при СНК СССР также считает вполне целесообразным вышеуказанный сборник и звуковой фильм направить в страны Ближнего Востока.

The All-Union Society of Cultural Relations With Foreign Countries [VOKS] intends to send to its plenipotentiaries in a number of countries in the Middle East "an anthology of materials of the Muslim Congress of the Northern Caucasus" so that this anthology can be published locally in order to familiarize foreign Muslims with religious life in the USSR.
With the consent of the Council for the Affairs of Religious Cults under the USSR CPC, the anthology includes materials from the above congress, which was held in the summer of 1944 in the town of Buinaksk, Dagestan ASSR, to wit: the report by the chairman of the Organizing Commission of the congress; speeches by delegates and guests of the congress; elections of the religious board of Muslims of the Northern Caucasus and approval of a charter of the religious board; a message from the congress to Muslims regarding the atrocities and assaults by the fascists on Muslims during the areas of the Northern Caucasus temporarily occupied by the German invaders; the resolutions of the congress; a telegram of greetings from the congress to Cde. I. V. Stalin; and other items.
At the same time, Soiuzintorgkino [All-Union State Office for Motion Picture Exports and Imports], based on an assignment from VOKS, should produce a sound motion picture devoted to the Muslim congresses that have been held in Tashkent and Baku. To this end, Soiuzintorgkino will use two sound films in which the Tashkent and Baku newsreel studios shot these congresses. The resulting motion picture would be sent to be shown in Iran, Arabia, Egypt and India.
The Directorate of Agitation and Propaganda of the VKP(b) CC does not object to this. The Council for the Affairs of Religious Cults under the USSR CPC also considers it highly advisable to send the aforementioned anthology and sound film to the countries of the Middle East.
