Присутствовали: т.т. Ленин, Троцкий, Каменев, Сталин, Крестинский, Калинин, Раковский, Стасова.
Слушали:
4. Мусульманские вопросы:
а) Вопрос о совещании с представителями Башревкома и Кирревкома.
Постановили:
4. а) Предложить Президиуму ВЦИК устроить совещание в понедельник в составе двух-трех представителей Президиума: Владимирского, Пестовского, Байтурсунова, Валидова, еще одного представителя
Башревком, Мартынова, Киселева, Эльцина и Зуля; на этом совещании разрешить отрицательно вопрос о слиянии Башкирской и Киргизской республик; провести на совещании уничтожение прав кооптации имеющегося у Кирревкома, вопроса о личном составе Кирревкома на совещании не предрешать; провести на совещании необходимость единой, не только военной, но и экономической политики для всей республики, проводимой через соответствующие органы Башкирской и Киргизской республик.

Heard:
4. Islamic issues:
a) The question of a meeting with representatives of the Bashrevkom and Kirrevkom [Bashkir Soviet Republic's Provisional Military-Revolutionary Committee and the Kirgiz Krai's Military-Revolutionary Committee].
Resolved:
4. a) To ask the All-Russia CEC Presidium to arrange a meeting on Monday including two or three members of the Presidium: Vladimirsky, Pestovsky, Baitursunov, Validov, and also one member of the Bashrevkom, Martynov, Kiselev, Eltsin, and Zul; at that meeting, to decide against merging the Bashkir and Kirgiz republics; to abolish at that meeting the Kirgiz Republic's rights of co-optation and [resolve] not to predetermine the question of the makeup of the Kirrevkom at the meeting; to affirm at the meeting the importance of a unified policy--not just military, but also economic--for the entire republic, conducted through the corresponding bodies of the Bashkir and Kirgiz republics.
