отдел Работниц прилагая при сем копию постановления Исполбюро ЦК. КПТ от 8 Сентября 1923г. не соглашается по вопросу о регистрации браков в отсутствии невесты при наличии письменного согласия заверенного бием или махалинской [махаллинской] комиссией – безразлично.
Учитывая малограмотность женщин-мусульманок, а также практикующиеся на Востоке принудительные меры к супружеству, Отдел Работниц просит пересмотреть постановление ЦК КПТ по данному вопросу и считать обязательным присутствие невесты при регистрации и в дальнейшем при наличии только письменного согласия браков не регистрировать.

the department of female workers is here attaching a copy of the resolution of the Executive Bureau CC KPT of September 1923 dissenting on the question of the registration of marriages in the absence of the bride, the presence of a written agreement certified by a bey or parish commission notwithstanding.
Considering the low literacy of Muslim women, as well as the Eastern practice of compulsory measures in regard to wedlock, the department of female workers requests a review of the CC resolution. On this question the KPT also considers obligatory the presence of the bride during registration, and in future not to register marriages merely given the presence of a written agreement.
