Если обыкновенно содержание национальной проблемы исчерпывается вопросом о национальных меньшинствах, то на практике Туркестана мы имеем явление совершенно обратного свойства. Здесь вопрос идет о правах национального большинства. Как это ни странно, национальный вопрос в такой трактовке — в смысле защиты прав большинства страны — встает перед нами именно после осуществления на деле советских декретов и воззваний о праве каждого народа на самоопределение, о праве каждой национальности «жить по образу своему и подобию» (фраза из воззвания). Я утверждаю категорически, что из-за коммунизированных фигур граждан Туркестанской социалистической республики отчетливо и ясно выглядывает образ и подобие сарта, воспитанного на Коране, и киргиза, живущего «по правилам войлочной книги»*.

 «Самоопределение» Туркестана по образу и подобию тульских и нижегородских красноармейцев, туркестанские ура-большевики не приняли во внимание правдивый и свободный язык цифр. На знаменитом съезде Cоветов Туркестана, декретировавших Туркестан советской республикой, на 500 делегатов солдат и рабочих пришлось всего два десятка киргизов и сартов. Надо при этом отметить, что воинская повинность в Туркестане не распространялась не только на туземцев, но даже на русское население. Таким образом, состав советов был совершенно чужд туземцам и совершенно не был связан с туземным населением. Когда потом спрашивали туземных делегатов, в чем выразилось их участие в съезде, то они ответили: «Мы присутствовали на похоронах свободы мусульманского Туркестана по христианскому обряду».

С этого момента начинается подлинная трагедия национальной проблемы Туркестана.

Но большевики неминуемо должны понять, что Туркестан, не представляя угрозы для советского центра, может легко сыграть выдающуюся роль в деле пробуждения всего Востока. Для этого необходимо, однако, чтобы он сам проникся убеждением в отсутствии антагонизма между его здоровым демократическими элементами и теми силами восточной революции, зародыши которой мы уже наблюдаем.

* Киргизы живут в войлочных юртах и выражение «по правилам войлочной книги» есть обычное выражение киргизского обычного права.

While the substance of the nationality problem is usually confined to the question of national minorities, in Turkestan we have the completely reverse phenomenon. There the discussion is about the rights of the ethnic majority. Strange as it may seem, the nationality question in this interpretation – in the sense of protecting the rights of the country’s majority – confronts us precisely after the implementation of the Soviet decrees and appeals on the right of every people to self-determination, on the right of every nationality “to live in its own image and likeness” (a phrase from the appeal). I categorically affirm that, because of the communized figures of the citizens of the Turkestan Socialist Republic, there is distinctly and clearly emerging an image and likeness of a Sart educated in the Quran and a Kirgiz living “according to the rules of the felt book.”[*]

 In “self-determining” Turkestan according to the image and likeness of the Red Army soldiers from Tula and Nizhny Novgorod, the Turkestan ultra-Bolsheviks did not take into account the truthful and free language of numbers. At the famous congress of Soviets of Turkestan, which decreed Turkestan to be a Soviet republic, the 500 delegate-soldiers and workers included about twenty Kirgiz and Sarts. I should note in this regard that the military obligation in Turkestan applied not only to the indigenous inhabitants but even to the Russian population. Therefore, the makeup of the Soviets was absolutely alien to the indigenous inhabitants and was completely unconnected to the indigenous population. When indigenous delegates were later asked how their participation in the congress was manifested, they replied: “We attended the funeral, according to Christian rites, of the freedom of Muslim Turkestan.”

That was when the real tragedy of Turkestan’s nationality problem began.

But the Bolsheviks inevitably must understand that Turkestan, which does not pose a threat to the Soviet center, can easily play an outstanding role in the effort to awaken the entire East. This requires, however, that it become convinced for itself that there is no antagonism between its healthy democratic elements and the forces of eastern revolution whose embryos we are already observing.
