О туркестанских делах.
1. Определить Туркбюро и Турккомиссии в качестве председателя Сокольникова и членов: Ногина, Сурица, Петерса, Тюрякулова, Рахимбаева и Атабаева.
2. До возвращения Сокольникова из отпуска председателем Туркбюро и Турккомиссии считать т. Иоффе;
3. Назначение Петерса уполномоченным ВЧК и членом вышеназванных органов считать временным с обязательством ВЧК в двухмесячный срок представить другого кандидата;
4. Разъяснить, что Турккомиссия руководит непосредственно лишь деятельностью централизованных отделов (военное дело, внешние сношения, внешторг), по другим же делам никаких распоряжений непосредственно местным органам власти не дает, а проводит свои решения в особо необходимых случаях лишь через ЦИК Туркреспублики.
5. Разъяснить, что уполномоченный ВЧК

дает местным органам ЧЕКА инструкции и руководящие указания лишь с одобрения Туркбюро, а повседневную работу ведет в тесном контакте с ЦК КПТ.
6. Принять пункты 3,4 и 5 заявления т.т. Рахимбаева и Асфендиарова, поданного внесенного в ЦК РКП 13 октября [19]21 г. с добавлением (см. "Заявление").
9. Признать важнейшей задачей партийных и советских органов Туркестана ликвидацию басмачества, для выполнения каковой действия военных и карательных органов дополнять усиленной политической работой среди узбеков и киргиз, став на путь уступок местному населению вплоть до возвращения конфискованных вакуфных земель, разрешения местных судов, проведения амнистии умеренных элементов басмачества и т.п.

(Заявление)
В дополнение к поданных нами в ЦК предложений о необходимости отзыва т.т. Томского и Петерса считаем необходимым вынесений ЦК следующих постановлений:
1. В случае оставления Турккомиссии подтвердить постановление о том, что Комиссия ВЦИК по делам Туркестана (Турккомиссия) непосредственно руководит деятельностью централизованных отделов (военных, внешние сношения, внешторг). Турккомиссия не дает никаких распоряжений непосредственно местным органам власти, а проводит их в исключительных случаях, через ЦИК Советов Туркестанской республики.
2. Уполномоченный ВЧК в своей работе должен находится в самом тесном контакте с ЦК КПТ. Все принципиальные, руководящие указания и инструкции местным органам чека, уполномоченный ВЧК делает с одобрения и утверждения Туркбюро ЦК РКП.
6. Турчека подотчетна ТурЦИКу и ТурСовнаркому и находится в двойном подчинении уполномоченного ВЧК и высших органов Туркестанской республики, равным образом, такие же взаимоотношения должны быть между местными (областными и уездными) органами ЧК и местными органами советвласти.
7. Земельная реформа в дальнейшем должна проводиться в порядке коренного землеустройства коренного и пришлого населения, в целях уравнения обеих групп в праве на пользования землей и водой и ликвидации самовольных захватов земель коренного населения, получившие обратно захваченные у них земли.
8. Одной из очередных задач КПТ является объединение и организация пролетарских и полупролетарских элементов коренного и пришлого земледельческого населения (союз "Кошчи", союз киргизской, русской и узбекской бедноты и батраков). Союзы эти не беря на себя административных функций и являясь организацией переходного типа, должны служить средством вовлечения трудовых масс в советское хозяйственное строительство. Вместе с тем следует проявить особое внимание и новую заботливость по отношению к среднему крестьянству ни в коем случае не навязывать новых форм хозяйства и не стесняя его деятельности в области свободного отчуждения сельскохозяйственных излишков, действуя осторожно путем убеждения, в деле вовлечения средних крестьян в общее русло советского развития.

12. В интересах хозяйственного возрождения Туркестанской, Бухарской и Хорезмской республик признать необходимым объединение хозяйственных усилий этих республик и РСФСР по вопросам улучшения транспорта, ирригации и внешней торговли, для чего предложить компартиям этих республик подготовить условия для созыва конференции представителей трех указанных республик с участием РСФСР на предмет достижения соглашения между ними и создания соответствующего объединенного хозяйственного органа.

13. С образованием упомянутого в пункте 9 объединенного хозяйственного органа существующую ныне Турккомиссию ВЦИК считать распущенной.

Concerning Turkestan affairs.
1. To determine that Sokolnikov will be chairman of the TurkBureau and the TurkCommission and members will be: Nogin, Surits, Peters, Tiuriakulov, Rakhimbaev, and Atabaev.
2. To consider Ioffee chairman of the TurkBureau and TurkCommission until Sokolnikov returns from vacation;
3. To consider the appointment of Peters as VChK [All-Russian Extraordinary Commission (cheka)] plenipotentiary and member of the aforementioned bodies to be temporary and the VChK to be obligated to nominate another candidate within a two-month period;
4. To clarify that the TurkCommission will directly oversee only the activity of centralized departments (military affairs, foreign relations, foreign trade), and that it shall not directly issue any instructions to local government bodies concerning other matters and shall carry out its decisions in especially important cases only through the TurkRepublic's TsIK.
5. To clarify that the VChK plenipotentiary

shall give local CHEKA bodies instructions and guidelines only with the approval of the TurkBureau and that it shall conduct day-to-day operations in close collaboration with the KPT [Turkestan Communist Party] TsK.
6. To adopt Items 3, 4, and 5 in Comrades Rakhimbaev and Asfendiarov's petition submitted to brought before the RKP TsK on 13 October [19]21 with an addition (see "Petition").
9. To recognize as a crucial task of Turkestan's party and soviet bodies the eradication of the Basmachi movement, to which end actions by military and punitive bodies should be carried out in conjunction with intensified political work among Uzbeks and Kirgiz, having embarked on a path of concessions to the local population including by returning confiscated Waqf lands, permitting local courts, and granting amnesty to moderate Basmachi elements, etc.

To the RKP TsK
(Petition)
In addition to proposals concerning the importance of recalling Comrades Tomsky and Peters that we submitted to the TsK, we believe it is important that the TsK pass the following resolutions:
1. Should the TurkCommission be left in place, a resolution should be passed stating that the VTsIK Commission for Turkestan Affairs (TurkCommission) is directly in charge of the activities of centralized departments (military, foreign relations, foreign trade). The TurkCommission does not issue any orders directly to local government bodies and carries them out in exceptional cases through the Councils of the Turkestan Republic's TsIK.
2. The VChK plenipotentiary should work in the closest possible collaboration with the KPT TsK. The VChK plenipotentiary issues all fundamental, guiding orders and instructions to local cheka bodies with the approval and confirmation of the RKP TsK's TurkBureau.
6. The TurCheka is accountable to the TurTsIK and the TurSovnarkom [Turkestan Soviet of People's Commissars] and is subordinate to both the VChK plenipotentiary and the supreme bodies of the Turkestan Republic and this very same relationship should exist between local (oblast and district) bodies of the ChK and local bodies of Soviet power.
7. In the future, land reform shall take the shape of indigenous land use by indigenous and outsider populations in order to equalize the rights of both groups to use land and water and to eliminate willful grabbing of the land belonging to the indigenous population, which has given back land taken from them.
8. One of the KPT's next tasks is unifying and organizing proletarian and quasi-proletarian elements among the indigenous and outsider farming population (the Koshchi union, the union of Kirgiz, Russian, and Uzbek poor people and batraks [farmworkers]). These unions--without taking on administrative functions and being organizations of a transitional type--should serve as a means of attracting the toiling masses into the building of the soviet economy. At the same time, special attention and renewed concern should be shown for the middle peasantry and under no circumstances should new economic forms be imposed on them, and their activity should not be constrained in the area of the free expropriation of agricultural surpluses, proceeding cautiously through the use of persuasion in the matter of bringing middle peasants into the general current of soviet development.

11. To approve the entire makeup of the KPT TsK, elected at the sixth congress of the KPT.
12. In the interest of the economic renewal of the Turkestan, Bukharan, and Khorezm Republics, to recognize the importance of unifying the economic efforts of these republics and the RSFSR in improving transport, irrigation, and foreign trade, for which the communist parties of these republics should be asked to lay the groundwork for convening a conference of representatives of these three republics with participation by the RSFSR in order to achieve agreement among them and create a corresponding unification of economic agencies.

13. With the formation of the unified economic agency mentioned in Item 9, the currently existing TurkCommission of the VTsIK should be considered disbanded.
