Постановили:
18. а) Послать т. Орджоникидзе на неделю в Туркестан для предварительного ознакомления с положением дела и доклада в Политбюро как по вопросам национальной политики так и по вопросу о составе Средне-Азиатск[ого] бюро ЦК и о басмачестве.
б) Признать необходимым введение военного положения для полного искоренения басмачества.

Поручить т. Орджоникидзе точно договориться с Средне-Азиатским бюро ЦК о времени объявления военного положения и способах его проведения, и известить по прямому поводу секретариат ЦК.

Тебе поручить ЦК немедля выехать [в] Ташкент, [в] недельный срок считая со дня приезда обследовать положение Туркфронта с точки зрения успешной ликвидации басмаческого движения [в] районах Ферганы и Бухары и тот час же послал Цека свое заключение. Решено ввести военное положение района Ферганы и Туркестана причем ты обязываешься установить срок введения военного положения по соглашению с Туркбюро и незамедлительно довести об этом до сведения ЦК. При составлении заключения необходимо ответить на вопрос: первое верно ли что туземные части снабжают вооружением басмачей второе действительно ли вмешиваются местные власти в военные дела и парализуют действия военвласти третье нужно ли произвести изменения в составе органов Туркфронта и какие именно четвертое нужно ли произвести изменения в составе Туркбюро и Турккомиссии и какие именно пятое насколько велика опасность потери Бухары и Ферганы шестое каковы состояние и численность басмаческих отрядов и как поставлена политическая борьба местных властей и парторганизаций с басмаческим движением седьмое каковы степень боеспособности наших частей их численность и виды на успех восьмое какие практические меры находишь нужным предложить Цека в результате обследования. Получение настоящей шифровки и выписок решений Политбюро а также день выезда [в] Ташкент телеграфируйте НР 471 С [от] апреля.

Resolved:
18. a) To send Com. Ordzhonikidze to Turkestan for a week to first gain familiarity with the state of affairs and then make a report to the Politburo both on issues of ethnic policy and on the matter of the makeup of the TsK's Central As[ian] Bureau and on the Basmachi movement.
b) To recognize the necessity of introducing martial law to completely eradicate the Basmachi movement.

To assign Com. Ordzhonikidze to come to a precise agreement with the TsK's Central Asian Bureau concerning when martial law should be declared and the means by which it will be implemented and to notify the TsK secretariat via direct line.

Transmit via direct line today, urgently, secretly, encoded, via the political commissar on duty.

To Ordzhonikidze in Tiflis
TsK assigns you [to] immediately go [to] Tashkent, and [within] one week starting from arrival to study [the] situation of [the] TurkFront from [the] standpoint of successful eradication [of the] Basmachi movement [in] Fergana and Bukhara districts and that very hour send the TsK your conclusion. [It] has been decided to introduce martial law in districts of Ferghana and Turkestan, and it is your duty to set [the] timetable for introducing martial law in coordination with the TurkBureau and [to] keep [the] TsK informed without delay. In drafting conclusion essential to answer questions: first is it true that native units supply the Basmachi with arms; second do local authorities really interfere in military affairs and paralyze operations of military authorities; third is there need to change makeup of TurkFront bodies and specifically how; fourth is there need to change makeup of TurkBureau and TurkCommission and how; fifth how great is the danger of losing Bukhara and Fergana; sixth what is [the] state and size of Basmachi detachments and how is the political struggle by local authorities and party organizations with the Basmachi movement being waged; seventh what is the size and combat worthiness of our forces and prospects for success; eighth, what practical measures do you find necessary to propose to the TsK as a result of your investigation. Receipt of this encoded telegram and copies of Politburo resolutions as well as day of departure [to] Tashkent telegraph NR 471 S [dated] April.

Track transmission. Upon transmission, report the names of the political commissar transmitting and the person receiving it for immediate delivery to Com. Ordzhonikidze.
