Постановили:
1. Утвердить все решения Оргбюро по туркестанским вопросам.
2. Вопрос о работе т. Розенгольца и сроке его отъезда в Ташкент передать на разрешение Оргбюро не позднее понедельника.

Слушали:
1. Туркестанские вопросы. (пост[ановление] Оргбюро от 4/V-с.г. пр[отокол] 3, п. 4).
(т. Рудзутак) (присут[ствовал] т. Рыскулов).
Постановили:
1. а) Осторожная политика в отношении мелкой буржуазии и религиозных предрассудков должна, безусловно, проводиться и впредь, при этом необходимо проявлять максимум внимания к требованиям широких слоев коренного населения в различных районах.
б) Необходимо привлечь лояльную в отношении к советской власти часть национально-прогрессивной интеллигенции к культурно-просветительной работе вообще и в первую очередь, к борьбе с реакционным духовенством.
в) Поручить Средне-Азиатскому Бюро ЦК строго следить за точным выполнением постановления ВЦИКа от 12 апреля 1923 года по земельному вопросу в Туркестане.
г) Обратить особое внимание на развитие сельско-хозяйственной кооперации и вовлечение в нее декханских масс, а особенно на организацию беднейших слоев (в особенности союза "Кошчи") с тем однако, чтобы эта последняя мера не превращалась в "политику расслоения" мерами административного характера.
д) Принимая во внимание особое значение культурно-просветительного дела в Туркестане, поручить Наркомпросу РСФСР разработать вопрос о пересмотре школьной сети в Туркестане в сторону расширения ее для обслуживания коренного населения. Вопрос о финансировании Туркуниверситета передать в Финкомитет СНК РСФСР на рассмотрение.
е) Признать необходимым организацию при Туркцике специальных курсов для подготовки секретарей вол[остных] и уисполкомов. Вопрос о финансировании и организации курсов передать на разрешение ВЦИК.
ж) Поручить т. Яковлевой с привлечением заинтересованных ведомств рассмотреть вопрос о реорганизации существующих в Туркестане железнодорожной, почтово-телеграфной школ в смысле улучшения постановки дела и материального обеспечения.
з) Поручить т. Цюрупе наблюсти за
<<l.11 >>точным исполнением постановления Политбюро от 26/III-с.г. (пр[отокол] № 57 п.7 абз. в, г.) о с[ельско]-х[озяйственном] кредите, а также за точным проведением постановления СТО об отмене хлопковой монополии. Поручить СТО следить за тем, чтобы отпускаемые на хлопководство кредиты не переводились в Туркестан исключительно в деньзнаках, но и в виде хлеба и товаров широкого потребления, чтобы понизить в Туркестане цены на хлеб.
и) Поручить т. Каменеву рассмотреть вопрос об отпуске дополнительных средств Туркреспублике для борьбы с вредителями.

Resolved:
1. To approve all OrgBureau decisions on Turkestan issues.
2. To have the OrgBureau decide the question of Com. Rozengolts' work and the timetable for his departure for Tashkent no later than Monday.

Heard:
1. Turkestan issues. (OrgBureau res[olution] dated 4/May of this year pro[tocol] 3, Item 4).
(Com. Rudzutak) (Com. Ryskulov in attendance).
Resolved:
1. a) The cautious policy in regard to the petty bourgeoisie and religious prejudices must certainly continue, but it is also essential to pay maximal attention to the needs of broad segments of the indigenous population in various districts.
b) That it is essential to involve the subset of the ethnic-progressive intelligentsia that is loyal to the Soviet government in cultural-educational work in general and, first and foremost, in the struggle against the reactionary clergy in particular.
c) To assign the TsK's Central Asian Bureau to rigorously monitor that the VTsIK [All-Union Central Executive Committee] resolution dated 12 April 1923 concerning the land question in Turkestan is precisely implemented.
d) To pay particular attention to the development of agricultural cooperation and the involvement in it of the Dekkhan masses, and especially to organizing the poorest segment (especially the Koshchi Union) making sure, however, that measures of an administrative nature do not turn this last measure into a "policy of stratification."
e) Bearing in mind the particular importance of the cultural-educational effort in Turkestan, to assign the RSFSR Education Narkom to work on reexamining the network of schools in Turkestan from the standpoint of expanding it to serve the indigenous population. To turn the question of funding a TurkUniversity over to the RSFSR SNK FinCommittee for consideration.
f) To recognize the importance of organizing special courses through the TurTsIK to train secretaries of district executive committees. The question of funding and organizing the courses should be turned over to the VTsIK to be resolved.
g) To assign Com. Yakovleva, with the involvement of interested agencies, to examine the question of reorganizing the railway and postal-telegraph schools that exist in Turkestan in the sense of improving how they are organized and materially provided for.
h) To assign Com. Tsiurupa to see to

the precise implementation of the Politburo resolution dated 26/March of this year (pro[tocol] No. 57, Item 7, Paragraphs c and d) concerning ag[ricultural] credit, as well as to the precise carrying out of the STO [Labor and Defense Council] resolution on abolishing the cotton monopoly. To assign STO to see that the loans issued for cotton production are not issued to Turkestan exclusively in currency, but also in the form of grain and consumer goods in order to reduce the price of grain in Turkestan.
i) To assign Com. Kamenev to study the question of releasing additional resources to the TurkRepublic to combat wreckers.
