По вопросу преподавания вероучения в мусульманских школах, Восточный Отдел ОГПУ сообщает Вам для сведения и точного руководства следующее:
1/ Духовные мусульманские школы для детей и несовершеннолетних допускаются только в местностях Туркестана, населенных узбеками, а так же в Чечне, Дагестане и Аджаристане /согласно прежних постановлений советских органов/.
2/ В остальных местностях СССР, населенных мусульманами, а именно в районах Туркестана с киргизским и Туркменским населением в Татреспублике, Башреспублике, Кирреспублике, в Горской Республике, Кабардинской, Болгарской, Карачаевской, Адыгейской, Черкесской автономных областях, в Азербейджане, Нахкрае и в других районах Закавказья с мусульманским населением /кроме Аджаристана/, а так же во внутренних губерниях Европейской России и Сибири, духовных мусульманских школ для детей и несовершеннолетних не допускать. Наблюдение за недопущением открытия указанных школ является обязанностью местных органов ОГПУ.
3/ Во всех перечисленных выше местностях допускается преподавание мусульманского вероучения в мечетях /не в школах/ лицам окончившим Советскую школу I-ой ступени, или достигшим 14-ти летнего возраста /т.е. совершеннолетия по шариату/, вне учебные часы.
4/ Применение административных мер и репрессий против мусульманского вероучения допустимо и необходимо лишь в случае нарушения указанных выше точных пределов в вопросе по вероучению.
5/ Для развития данного циркуляра ВООГПУ считает желательным выступление ДУ ко всем мусульманам с разъяснением, что преподавание Корана требует предельного возраста и определенного минимального образования.
6/ Данный циркуляр является развитием циркуляра ЦК РКП/б/ всем Обкомам Восточных окраин СССР от 3/V-24г. №140, и потому предлагается Вам держать с парткомами тесную связь, строго наблюдая за тем, чтобы данный циркуляр не нарушался Совет.-Органами.
Впредь до объявления мусульманам о данном решении по Советской линии от разглашения такового предлагается воздержаться.

Circular directive.
To all authorized representative offices of the OGPU and oblast departments of the OGPU. Outlying Eastern regions.
Regarding the question of teaching religious doctrine in Muslim schools, the Eastern Department <<ED>> of the OGPU hereby reports the following to you for your information and for precise guidance:
1) Muslim religious schools for children and minors are permitted only in areas of Turkestan populated by Uzbeks, as well as in Chechnia, Dagestan and Adzharistan (pursuant to previous resolutions of Soviet bodies).
2) Muslim religious schools for children and minors are not to be permitted in the other areas of the USSR populated by Muslims, specifically in areas of Turkestan with Kirgiz and Turkmen population in the Tatar Republic, the Bashkir Republic, the Kirgiz Republic, in the Mountainous Republic, the Kabardin, Bulgarian, Karachai, Adygei and Cherkess autonomous oblasts, in Azerbaidzhan, Nakhichevan Krai and other raions of Transcaucasia with a Muslim population (except Adzharistan), as well as in the internal gubernias of European Russia and Siberia. Supervision of the prohibition of opening such schools is the obligation of local OGPU bodies.
3) In all of the aforementioned areas Muslim religious doctrine may be taught at mosques (not schools) to persons who have graduated from a Level 1 Soviet school or have reached 14 years of age (i.e. the age of majority according to Sharia) outside school hours.
4) The imposition of administrative measures and repressions against Muslim religious doctrine is permissible and necessary only if the aforementioned limits in the question of religious doctrine are violated.
5) In order to develop this circular directive, the ED of the OGPU finds it desirable for the Religious Directorate to address all Muslims with a clarification that the teaching of the Quran requires a minimum age and a certain minimum education.
6) This circular directive is a developed version of Circular Directive No. 140 of the RKP(b) CC to all Oblast Committees of the outlying eastern regions of the USSR of 3.5.24, and therefore you are instructed to maintain close communications with party committees while strictly ensuring that this circular directive is not violated by Soviet bodies.
It is ordered that this decision is not to be made public until it is announced to Muslims through the Soviets.
