Записка о размежевании Средней Азии.

Все народности Средней Азии в целом ещё находятся в стадии изживания патриархально-родового строя, и лишь наиболее передовая из них – узбеки – в стадии изживания феодального строя и на пороге капиталистических отношений. Революция без сомнения на много продвинула их вперед, но все же происходящие революционные процессы имеют специфические для общественного строя Средней Азии черты. По этому при оценке содержания и значения вопроса о размежевании необходимо исходить из оценки в первую голову этих особенностей Средней Азии.

В самом деле, размежевание по национальному признаку следовало бы оценивать как радикальную меру содействия быстрому и правильному развитию населяющих Среднюю Азию национальных групп, как меру направленную к внедрению справедливых межнациональных отношений и советского благоустройства страны.

Между тем на практике замечается неправильная оценка этого вопроса и низводящее вопрос до абсурда одностороннее увлечение, объяснимое только вышеуказанными особенностями общественно-экономических отношений в Средней Азии.

Таковым является постановка вопроса об окончательном отчуждении частей Средней Азии одну от другой или постановка об одной только узбекской республики, игнорируя интересы всех остальных культурно и экономически зависимых от узбеков слабых национальных групп.

Наиболее целесообразной формой размежевания Ср. Азии является автономия национальных областей в целях приспособления мероприятий советского, партийного и хозяйственного строительства и нуждам и требованиям быта каждой национальности с сохранением фактической целости и государственного единства всей Ср. Азии (Федерация).

В Ср. Азиатскую Федерацию должны входить: Узбекская, Туркменская, Киргизская республики, Кара-Киргизская и Таджикская автономная области.

Размежевание в отношении Бухары и Хорезма должно быть предварительно подготовлено. В качестве предварительных мер требуется выделение автономной киргизской области в составе Бухары, укрупнение Киргизско-Каракалпакской области Хорезма, приобщив туда нынешнюю Аму-Дарьинскую область и Адаевский район.

Ташкент, как интернациональный город должен пользоваться автономией и являться центром федерации, при чем Ташкент, как одновременно фактически центр киргизской части нынешней Туркреспублики и как находящийся в центре населенный в большинстве киргизами /70% в области и 51% в Ташуезде/ Сыр-Дарьинской области должен служить местопребыванием центральных учреждений Кирреспублики.

Рассматривание Ташкента, как узбекского города не заслуживает внимания по следующим причинам: 1/ По данным последнего времени в Старом городе 130.000 душ населения, а в Новом 250.000 душ населения. 2/ В Сыр-Дарьинской и Джетысуйской областях все города не-киргизские а большинство узбекские /Чимкент, Туркестан, Аулиэ-Ата, Мерве и т.д. или русские /Пишпек, Алма-Ата и т.д./, поэтому мысль тов. Ленина о признаках национальной принадлежности городов здесь как раз применима и к месту. 3/ Гор. Ташкент заготовительный, складной центр и отправной пункт главным образом для сырья Сыр-Дарьинской и Джетысуйской областей, а для Ферганы, и Самарканда и Бухары имеет лишь значение

транзитной ж.д. станции.

Ташкент для Киробластей Туркестана главный политический, экономический узловой пункт и отказ от Ташкента для Кирреспублики равносильно отказу от всей С-Дарьинской области и лишено возможностей урегулирования экономической жизни и Джетысуйской области. А между тем Киргизская республика если не будет иметь Сыр-Дарьинскую область в целом, как основную опорную область, обречена оставаться и в дальнейшем  разобщенной безжизненной республикой.

Ср. Азиатское Бюро ЦК и его комиссия по моему в этом вопросе запутались и впали в явные противоречия /пример, постановление от 11/V, от 13/V от 5/VI и 2/VI/ и ЦКРКП должен дать исчерпывающее указание и твердое направление, вогнав вопрос в скромную и деловую рамку, положив конец односторонним и декларативным увлечениям и не допустить форсировать осуществлением непроверенных и односторонних затей.

Все материалы и цифровые данные, подтверждающие мое мнение, могу предоставить по первому требованию.

Memorandum on the demarcation of Central Asia.

All of the ethnicities of Central Asia as a whole are still in the stage of gradually overcoming the patriarchal-clan system, and only the most advanced of them—the Uzbeks—are in the stage of overcoming the feudal system and on the threshold of capitalist relations. The revolution, without a doubt, moved them far forward, but the revolutionary processes under way still have features that are specific to the social system of Central Asia. Therefore it is essential, when evaluating the content and significance of the question of demarcation, to proceed from an evaluation, above all, of these specific characteristics of Central Asia.

Indeed, demarcation based on nationality should be evaluated as a radical measure of assistance for the rapid and proper development of the national groups populating Central Asia, as a measure aimed at introducing just interethnic relations and Soviet provision of public amenities for the country.

Yet in practice one notices an incorrect evaluation of this question and a one-sided preoccupation that reduces the question to the point of absurdity, which can be attributed only to the aforementioned specific characteristics of socio-economic relations in Central Asia.

This applies to the proposal for the permanent separation of parts of Central Asia from one another or the proposal for an Uzbek republic alone, while ignoring the interests of all the other weak national groups that are culturally and economically dependent on the Uzbeks.

The most expedient form of demarcating Cen. Asia is the autonomy of national oblasts for the purpose of adapting activities in Soviet, party and economic construction to the needs and requirements of each nationality's everyday life, while preserving the de facto integrity and state unity of all of Cen. Asia (Federation).

The Cen. Asian Federation should comprise: the Uzbek, Turkmen and Kirgiz republics and the Kara-Kirgiz and Tadzhik autonomous oblasts.

Demarcation with regard to Bukhara and Khorezm should be prepared in advance. The preparatory measures should include the creation of an autonomous Kirgiz oblast as part of Bukhara and the expansion of the Kirgiz-Karakalpak Oblast of Khorezm by adding to it the present Amu-Daria Oblast and Adai Raion.

Tashkent, as an international city, should enjoy autonomy and be the center of the federation, and Tashkent, as simultaneously the de facto center of the Kirgiz part of the current Turkestan Republic and located in the center, mostly populated by Kirgiz (70% in the oblast and 51% in Tashkent Uezd), of Syr-Daria Oblast, should serve as the location of the central institutions of the Kirgiz Republic.

The view of Tashkent as an Uzbek city does not merit attention for the following reasons: 1) According to the latest data, the Old City has a population of 130,000, while the New City has 250,000 people. 2) In Syr-Daria and Dzhetysui oblasts, all the towns are non-Kirgiz and mostly Uzbek (Chimkent, Turkestan, Aulie-Ata, Merv, etc.) or Russian (Pishpek, Alma-Ata, etc.), so Cde. Lenin's notion about the indications of the national affiliation of towns is precisely applicable here to the place as well. 3) The city of Tashkent is a procurement and warehouse center and a dispatch point, mostly for raw materials from Syr-Daria and Dzhetysui oblasts, while for Fergana, Samarkand and Bukhara it is important only

as a transit rail station.

For the Kirgiz oblasts of Turkestan, Tashkent is the chief political and economic hub and a rejection of Tashkent for the Kirgiz Republic is tantamount to rejecting the entire Syr-Daria Oblast and losing the capacity to regulate economic life in Dzhetysui Oblast as well. Yet if the Kirgiz Republic does not have Syr-Daria Oblast as a whole, as the principal support oblast, it is doomed to remain a disunited, lifeless republic.

The Cen. Asian Bureau of the CC and its commission, in my view, have become confused about this issue and have fallen into obvious contradictions (example: the resolution of 11.5, of 13.5, of 5.6 and 2.6), and the CC of the RKP must provide exhaustive guidance and a firm direction by framing the question in a modest and practical way and putting an end to the one-sided and declamatory preoccupations, and not allow the accelerated implementation of untested and one-sided ventures.

I can provide all the materials and digital data supporting my opinion upon the first request.
