По докладу ЦК ВЛКСМ "Об итогах съездов трудящейся женской молодежи национальных республик и областей".
1. Проведенные ЦК ВЛКСМ съезды трудящейся женской молодежи показали исключительную активность и огромный культурно-политический рост молодых женщин и девушек ранее отсталых, угнетенных национальностей. Съезды приобщили к общественно-политической жизни нашей страны новые слои женской молодежи из самых отдаленных кишлаков и горных аулов.
В итоге подготовки и проведения съездов увеличился рост комсомола за счет передовых девушек и возросло количество женской молодежи, выдвинутой на руководящую комсомольскую, советскую и хозяйственную работы (в Туркмении до съезда не было ни одного секретаря райкома комсомола девушки, сейчас стало 6. В Башкирии 7 секретарей райкомов девушек, 13 зав. отделами политучебы райкомов, 207 комсоргов, 2827 девушек выдвинуто на различные руководящие работы. В Узбекистане выдвинутом 760 девушек на самостоятельную работу в советские и хозяйственные организации).
II. Одновременно ЦК ВКП(б) констатирует, что партийные и комсомольские организации недостаточно используют быстрый рост материального благосостояния колхозного крестьянства и трудящегося населения городов, для более энергичной ликвидации

неграмотности, слабо занимаются культурно-политическим воспитанием женской молодежи и недостаточно ведут борьбу с феодально-родовыми пережитками.
III. Отмечая недостаточную работу местных советских органов по защите прав трудящейся женской молодежи; неудовлетворительную работу органов народного образования, по ликвидации неграмотности и малограмотности, среди женской молодежи и особенно недопустимый отсев девочек из старших классов из школ; крайне слабую санитарно-гигиеническую работу органов здравоохранения среди молодых женщин - ЦК ВКП(б) предлагает:
1) Предиздиуму ЦИК СССР пересмотреть статьи 196, 197, 198, 199 уголовного кодекса в сторону усиления ответственности за совершение преступлений против прав женщин.
2) Обязать НКЮсты союзных республик дела о ранних браках, многоженстве и калыме рассматривать в 10 дневный срок со дня поступления в суд, а характерные дела разбирать в показательном порядке.
3) Верховной прокуратуре СССР:
а) учредить во всех национальных республиках и областях должность помощника прокурора района, области, края, республики по делам нарушения прав женщин, для чего на одногодичных курсах подготовить из женской молодежи не менее 300 работников прокуратуры и судов;
б) укрепить кадры органов прокуратуры и судов Узбекистана, Туркменистана, Таджикистана, Азербайджана и автономных республик и областей РСФСР; для чего ЦК ВЛКСМ направить 200 комсомольцев в распоряжение органов прокуратуры, а Верховной

прокуратуре организовать их подготовку.
4) Обязать Наркомздравы республик:
а/ развернуть широкую санитарно-гигиеническую работу среди женской молодежи национальных республик и областей, создав в областных и районных центрах дома санитарной культуры;
б/ Обеспечить в 1936 году все колхозные ясли опытными руководителями, для чего ЦК ВЛКСМ провести отбор 10.000 чел. комсомолок из национальных республик и областей, а Наркомздравам организовать 3-х месячные курсы для их подготовки.
5) Наркомпросам национальных республик:
а/ в соответствии с законом о всеобщем начальном обучении, повести самую решительную борьбу за обучение девочек от 8 до 11 лет в школах, допуская в отдельных случаях, с разрешения руководящих партийных организаций создание специальных школ для девочек;
б/ в месячный срок установить конкретные планы ликвидации неграмотности среди женской молодежи нац. республик и областей.
6) Предизиумам ЦИК Узбекской и Таджикской республик издать закон, запрещающий ношение паранджи девочкам, не достигшим совершеннолетия.
7) ВСФК СССР в течение 1936 года подготовить из девушек национальных республик 5.000 инструкторов по физкультуре, организовав для этого соответствующие курсы.

8. ЦК ВЛКСМ:
а) Организовать во всех национальных республиках и областях курсы по подготовке 2.000 комсомольских работников, а также годичные школы по подготовке 6.000 пропагандистов из активных комсомолок национальных республик и областей;
б) в течение мая месяца 1936 года провести на местах проверку выполнения решений съездов женской молодежи.

Based on the VLKSM CC report "Outcomes of the congresses of young women of the national republics and oblasts."
I. The VKLSM CC congresses of young women workers have demonstrated the exceptional vitality and tremendous cultural and political growth of young women and girls belonging to previously backward and oppressed nationalities. The congresses have drawn a new segment of young women from the most remote kishlaks and mountain auls into the social and political life of our country.
After preparing and conducting the congresses, the Komsomol has seen increased growth from progressive girls, and the number of young women promoted into leading Komsomol, soviet, and economic work has increased. (Before the congress there was not a single female Komsomol district committee secretary in Turkmenia and now there are six. In Bashkiria, there are seven female district committee secretaries, 13 girls leading district committee political education departments, 207 Komsomol organizers, and 2,827 girls have been placed in various leadership jobs. In Uzbekistan, 760 girls have been placed in independent jobs in Soviet and economic organizations.)
II. At the same time, the VKP(b) CC has ascertained that party and Komsomol organizations have not made sufficient use of the rapid improvement in the material wellbeing of collective farm peasants and the urban worker population to more energetically eliminate

illiteracy, and they are doing a poor job at the cultural and political education of young women and at combatting feudal and tribal vestiges.
III. In light of the poor job local Soviet government is doing to defend the rights of young women workers, the unsatisfactory performance of public education in eliminating illiteracy and poor literacy among young women (especially the impermissible dropping out of girls from the higher grades), and the exceptionally weak sanitary and hygiene work of the public health system among young women, the VKP(b) CC proposes:
1) That the Presidium of the USSR CEC revise Articles 196, 197, 198, and 199 of the criminal code to strengthen liability for crimes against women.
2) Requiring the union republics' People's Commissariats of Justice to hear cases of underage marriage, polygamy, and bride prices within ten days of their being submitted to the court, and to use show trials in representative cases.
3) For the USSR Supreme Procuracy:
a) To establish in all national republics and oblasts the position of assistant to the district, oblast, krai, or republic procurator for cases involving violations of women's rights, for which at least 300 young women will be trained as procuracy functionaries and judges in yearlong courses;
b) To strength the cadres of the system of procurators and judges in Uzbekistan, Turkmenistan, Tajikistan, Azerbaijan, and the autonomous republics and oblasts of the RSFSR, for which the VLKSM CC will send 200 Komsomol members to work within these procuracy systems, with the Supreme

Procuracy organizing their training.
4) To require the republics' public health commissariats:
a) To broadly deploy sanitary and hygiene work among young women in the national republics and oblasts by creating houses of sanitary culture in oblast and district centers;
b) To provide, in 1936, all collective farm day care centers with experienced directors, for which the VLKSM CC will select 10,000 female Komsomol members from the national republics and oblasts, with the health commissariats organizing three-month courses to train them.
5) For the national republics' education commissariats:
a) To conduct, in accordance with the law on universal elementary education, the most decisive struggle for school attendance by girls 8–11 years old, allowing in some cases, with the permission of leading party organizations, for the possibility of opening special schools for girls;
b) To, within a month, establish specific plans to eliminate illiteracy among the young women of national republics and oblasts.
6) For the CEC Presidiums of the Uzbek and Tajik Republics to publish a law prohibiting the wearing of niqabs by minor girls.
7) For the USSR All-Union Council on Physical Education to train, by the end of 1936, 5,000 girls from the national republics to be physical education instructors by organizing the appropriate courses.

8. For the VLKSM CC:
a) To organize courses in all national republics and oblasts to train 2,000 Komsomol workers and to establish year-long schools to train 6,000 active Komsomol members from national republics and oblasts to be propagandists;
b) To locally verify during May 1936 that the decisions of the congresses of young women are being implemented.
