Препровождая при сем воззвание Туркомиссии и Турцика ко всем курбашам прошу напечатать его в ближайшем /завтрашнем/ №-ре Вашей газеты, на 1-й странице и дать попутно статьи агитационного характера по содержанию этого воззвания.

протокол переговоров с представителями курбаши Ислам-Куля.
13-го марта 1922г. в 13 1/2 часов.
Присутствовали: Командующий Войсками Феробласти Врачев, Заместитель командующаго войсками Наумов, Начальник Штаба Войск Феробласти Иванов.
Председатель Фероблчека Кантер и представители Ислам-Куля Саид-Илиев и Касимов.
Секретарь Муравкин.
По поверке полномочий посланнаго /мандат прилагается к подлиннику протокола/, выясняется, что Ислам-Куль согласен на ведение переговоров и просит прислать представителей к 10 часам 14-го сего марта в кишлак Якстут, расположенный в 8 верстах от Коканда.
Предложение принимается и дается обещание о высылке делегатов в установленное место и время.

Ко всем курбашам и басмачам.
Четыре года уже тянется борьба между басмачами и Советской Властью, четыре года население Ферганы страдает от боевых действий басмачей и Красной Армии, четыре года нет в Фергане спокойствия, необходимого для правильной хозяйственной жизни, для восстановления разрушенного хозяйства, для ремонта арыков, для посевов хлопка и хлеба.
Пора положить конец этому невыносимому состоянию.
Со всех концов Ферганы поступают пожелания населения о скорейшем заключении мира. Подавляющее большинство населения сейчас против басмачей, которые мешают восстановлению спокойствия. Часть басмачей и курбашей начинают понимать непосильность дальнейшей борьбы, чувствует потерю своего влияния среди населения среди населения и обращается к Советской Власти с предложениями мира.
На днях с такими предложениями обратились курбаши Муэтдин и Исламкуль. Они предлагают разоружить и распустить по домам большую часть своих джигитов оставив при себе только небольшие отряды по 60 чел., которые будут считаться на Советской службе и будут вести борьбу с другими басмаческими бандами.
Комиссия Всероссийского Центрального Исполнительного Комитета Советов по делам Туркестана и Центральный Исполнительный Комитет Советов Туркестанской Республики идя навстречу пожеланиям населения Ферганы, решили принять все меры к тому, чтобы покончить с басмачеством и добиться восстановления мира и спокойствия.
В этих видах Комиссия Всероссийского Центрального Исполнительного Комитета Советов Туркестанской Республики постановили гарантировать полную личную и имущественную неприкосновенность всем курбашам и басмачам, которые добровольно сдадут оружие Красной Армии и разойдутся по своим домам для мирного и благотворного труда.
Никаких советских курбашей и басмаческих советских отрядов.
Такие отряды, как показал опыт, под советским флагом продолжают свою прежнюю разрушительную работу и ложатся тяжелым бременем на мирное трудовое население. Красная Армия и туземная милиция легко сами справятся с теми мелкими басмаческими отрядами, которые останутся после того, как крупные сдадут оружие и разойдутся по домам. Если Муэтдин и Исламкуль с их джигитами не примут теперь мех милостивых условий, которые им предлагает Советская Власть, то вина за продолжение военных действий падет целиком на них. И пусть помнят Муэтдин и Исламкуль, что большинство их джигитов жаждут мира настолько, что покинут их и, сдав оружие, разойдутся по домам, а они останутся только с русскими белогвардейцами и туземными контрреволюционерами и вместе с ними, совместными усилиями трудового населения Ферганы и Советской Власти, будут беспощадно истреблены до последнего человека.
Комиссия Всероссийского Центрального Исполнительного Комитета Советов Туркестанской Республики приглашают всех курбашей и басмачей немедленно отозваться на их призыв, с тем, чтобы к наступающему весеннему посеву был восстановлен мир и обеспечено полное спокойствие труженникам-декханам. Медлить дольше нельзя.
Советская Власть приняла решительные меры к восстановлению свободы религиозных верований и обычаев населения Ферганы и она уверена, что все граждане Ферганской области окажут полное содействие ее представителям и Красной Армии в скорейшей ликвидации басмачества.

Пусть этот призыв Комиссии Всероссийского Центрального Исполнительного Комитета Советов и Центрального Исполнительного Комитета Советов Туркестанской Республики будет последним призывом к басмачам и к населению Ферганы. Пусть этот призыв послужит началом мирного труда и процветания Ферганской области.
Да здравствует мирный труд.
Да здравствует трудящиеся Ферганы.
Да здравствует Советская Власть.

13 March 1922 at 1330 hours.
Present: Commander of the Fergana Oblast Troops Vrachev; Deputy Troop Commander Naumov; Chief of Staff of the Fergana Oblast Troops Ivanov. Chairman of the Fergana Oblast Cheka Kanter and representatives of Islam-Kul Said-Iliev and Kasimov.

Upon checking the authority of the emissary (the mandate is attached to the original of the minutes), it turns out that Islam-Kul agrees to conduct negotiations and requests that representatives be sent by 1000 hours on 14 March to the village of Yakstut, located 8 versts from Kokand.
The proposal is accepted and a promise is given to send out delegates to the arranged place at the arranged time.

To all kurbashi and basmachi.
The struggle between the basmachi and the Soviet Government has dragged on for four years already, for four years the population of Fergana has been suffering from the combat operations of the basmachi and the Red Army, for four years Fergana has lacked the tranquility necessary for a proper economic life, for the recovery of a devastated economy, for the repair of irrigation canals and for cotton and grain crops.
It is time to put an end to this unbearable condition.
From all corners of Fergana, pleas are coming in from the populace for peace to be concluded as soon as possible. The vast majority of the population is now against the basmachi, who preventing the restoration of tranquility. Some basmachi and kurbashi is beginning to understand that further struggle is unsustainable, senses the loss of their influence among the populace and are making peace proposals to the Soviet Government.
A few days ago the kurbashi Muetdin and Islamkul made such proposals. They propose disarming and disbanding a large portion of their dzhigits [skilled horsemen] to go home, keeping only small detachments of 60 men each, who would be considered to be in Soviet service and will wage a fight against other basmach bands.
The Commission of the All-Russia Central Executive Committee of Soviets for Turkestan Affairs and the Central Executive Committee of Soviets of the Turkestan Republic, meeting halfway the wishes of the population of Fergana, have decided to take every measure to do away with the basmachi and secure a restoration of peace and tranquility.
To these ends, the Commission of the All-Russia Central Executive Committee of Soviets for Turkestan Affairs and the Central Executive Committee of Soviets of the Turkestan Republic have resolved to guarantee full inviolability of the person and property of all kurbashi and basmachi who voluntarily turn in their weapons to the Red Army and disperse to their homes for peaceful and beneficial labor.
No Soviet kurbashi or basmach Soviet detachments.
These detachments, experience has shown, are continuing their previous destructive work under the Soviet flag and constitute a heavy burden on the peaceful working population. The Red Army and the indigenous militia can easily cope with the small basmach detachments that will be left after the large ones turn in their weapons and disperse to their homes. If Muetdin and Islamkul with their dzhigits do not now accept the benevolent terms that the Soviet Government is offering them, the blame for the continuation of the fighting will fall entirely on them. And Muetdin and Islamkul should remember that the majority of their dzhigits crave peace so much that they will abandon them and, after turning in their weapons, will go home, so that they will be left with only Russian White Guard soldiers and indigenous counterrevolutionaries and together with them, through the joint efforts of the working population of Fergana and the Soviet Government, will be ruthlessly annihilated to the last man.
The Commission of the All-Russia Central Executive Committee of Soviets for Turkestan Affairs and the Central Executive Committee of Soviets of the Turkestan Republic invite all kurbashi and basmachi to respond immediately to their call so that peace is restored by the coming spring sowing period and full tranquility is ensured for all the toiling dehkans. There must be no further delay.
The Soviet Government has taken resolute measures to restore the freedom of religious faiths and customs of Fergana’s population and it is confident that all citizens of Fergana Oblast will provide full assistance to its representatives and the Red Army in liquidating the basmachi as soon as possible.

Let this appeal by the Commission of the All-Russia Central Executive Committee of Soviets for Turkestan Affairs and the Central Executive Committee of Soviets of the Turkestan Republic be the last appeal to the basmachi and to Fergana’s population. Let this appeal serve as a beginning of peaceful labor and prosperity for Fergana Oblast.
