Постановили:
10. а) Принять предложения комиссии Политбюро по Казакстану с поправками (см. приложение № 1).
б) Разрешить КирЦИКу разработать аналогичный законопроект с внесением на рассмотрение Президиума ВЦИК.

Протокол совещания комиссии Политбюро по Казакстану
(Утверждено Политбюро ЦК 9.VIII.28 г.)
1. Предложить Казаккрайкому закончить не позднее 1 сентября негласный учет наиболее крупных скотоводов из коренного населения, своим имущественным и общественным влиянием препятствующих советизации аулов, согласно признаков предусмотренных постановлением ВЦИК, и произвести отбор наиболее злостных из них в количестве, не превышающем 700 хозяйств. На основе этого отбора составить и разослать на места списки хозяйств, подлежащих конфискации и выселению.
2. КазЦИКу опубликовать постановление в начале сентября. Немедленно после опубликования постановления оформить центральную и окружные комиссии по практическому проведению закона в жизнь, состав которых должен быть заранее подготовлен. Командировать на места для руководства работой окружных комиссий ответственных представителей Казкрайкома.
3. В хозяйства баев, подлежащие конфискации, окружные комиссии после их советского оформления немедленно посылают своих уполномоченных, в задачи которых входит организация совместно с РИКами и с/cоветами охраны конфискуемого имущества с привлечением к этому делу бедноту, местных партийных и комсомольских организаций, союза Кошчи и союза сельхозлесрабочих.
4. Предложить Казаккрайкому в связи с проводимыми мероприятиями
<<l.9 >>организовать в деревне широкую политическую кампанию по их разъяснению и вообще по понятию политической активности и организованности батрачества и бедноты, в частности принимая меры по организации и укреплению групп бедноты.
5. После опубликования закона к обсуждению списков баев, на которых распространяется действие закона, широко привлекать бедноту, с тем, однако, чтобы закончить это обсуждение в течение двух недель. Конфискация имущества и выселение баев, выявленных дополнительно в процессе работы местных органов и не вошедших в предложенные Казаккрайкомом списки, производится по предварительному согласованию с Крайкомом, с тем, чтобы общее количество выселяемых не превышало установленного числа (700) хозяйств.
6. Выселение баев должно быть закончено не позже 1 ноября, причем им должны быть предоставлены земли по трудовым нормам из колонизационно-переселенческого фонда в др. районах Казакстана.
Примечание: Явно контрреволюционные элементы выселяются за пределы Казакстана по линии ОГПУ.
7. Конфискуемое, согласно закона, имущество должно быть передано в большей своей части (60-70%) беднейшим хозяйствам данного района в целях их укрепления, приняв одновременно меры к максимальной их организации в колхозы.
Наиболее организованные хозяйства баев должны быть использованы для создания колхозов с вовлечением работавших в них батраков, а также бедноты. Остальную часть передать существующим колхозам и совхозам, а наиболее ценный племенной скот – племхозам и местным с[ельско]-х[озяйственным] учебным заведениям.

8. При проведении конфискации имущества выселяемых баев урегулировать в первую очередь платежные обязательства баев по отношению к батракам и бедноте, работавшим в их хозяйствах, и принять меры по обеспечению батраков работой (вовлечение в колхозы, размещение по совхозам, снабжение их за счет конфискованного имущества для организации собственного хозяйства).
9. Признать возможным отчуждение части фуража баев, остающегося согласно законы в их распоряжении по установленным государственными органами ценам в части, необходимой для прокорма конфискованного скота и принять меры по обеспечению соответствующего снабжения кормами хозяйств, получивших конфискованный скот.
10. Признать линию Казаккрайкома по подготовке к проведению земельной реформы (сплошное землеустройство и т.д.) правильной, считать необходимым проведение земельной реформы в первую очередь в районах интенсивных культур (хлопководство в Сыр-Дарьинском округе и Кара-Калпакской области) и предложить Казаккрайкому в 6-мес[ячный] срок закончить разработку плана проведения земельной реформы по всему Казакстану и внести на утверждение Политбюро.

Protocol
of a meeting of the Politburo commission for Kazakhstan
(Approved by the Politburo CC 9 August 1928)
1. To order the Kazakh Krai [Party] Committee to complete no later than 1 September a secret inventory of the very largest cattle breeders among the indigenous population who, through their property and social influence, are obstructing the sovietization of the auls, according to the stipulations provided by the resolution of VTsIK, and to carry out the selection of the most malicious of these in a number not to exceed 700 farms. On the basis of this selection to compose and distribute to the localities lists of farms slated for confiscation and eviction.
2. The Kazakh TsIK to publish the resolution at the beginning of September. Immediately following the publication of the resolution, to form a central [commission] and okrug commissions for the practical realization of the law, the composition of which should be prepared in advance. To dispatch to the localities for the leadership of the work of the okrug commissions responsible representatives of the Kazakh krai committee.
3. The okrug commissions, after their official Soviet registration, to immediately send their plenipotentiaries to the farms of the bais slated for confiscation; among [their] tasks is the organization, together with the RIKs and village soviets, of the protection of confiscated property by attracting the poor, local party and Komsomol organizations, the union “Koshchi,” and the Union of Agricultural-forestry workers to this undertaking.
4. To order the Kazakh Krai Committee, in connection with the measures undertaken,

to organize a broad political campaign in the village for their elucidation and, in general, for the notion of political activity and organization of laborers and the poor, and, in particular, to take measures for the organization and consolidation of groups of poor.
5. Following the publication of the law, widely to attract the poor to the discussion of the lists of bais to whom the law applies with a view, however, to complete this discussion in the course of two weeks. The confiscation of property and the eviction of the bais which has additionally come to light in the course of work of the local organs and is not included in the proposed lists of the Kazakh Krai Committee, to be carried out according to preliminary agreement with the Krai Committee so that the overall number of evicted does not exceed the established number of (700) farms.
6. The eviction of the bais must be completed no later than 1 November when they must be assigned land according to labor norms from the colonized-resettlement fund in other regions of Kazakhstan.
Note: Highly counterrevolutionary elements are to be evicted beyond the borders of Kazakhstan by the OGPU.
7. Confiscated property, in accord with the law, must be redistributed in the main (60-70%) to the poorest farms in a given region in order to strengthen them simultaneously taking measures to maximize their organization into collective farms.
The most highly organized farms of the bais should be used for the creation of collective farms attracting laborers to work in them and also the poor. The remaining part to be transferred to existing collective and state farms, but the most valuable pedigree cattle to go to breeding farms and local agricultural schools.

8. In carrying out the confiscation of property of the evicted bais to settle, first of all, the bais payment obligations in relation to laborers and the poor who worked on their farms, and to take measures securing work for laborers (attraction to the collective farms, distribution to state farms, supplying them from confiscated property for the organization of their own farms).
9. To recognize the possibility of the alienation of part of the bais remaining fodder in accordance with applicable laws at prices established by state organs, the portion necessary to feed confiscated livestock, and to take measures guaranteeing suitable supplies of feed to the farms receiving confiscated livestock.
10. To recognize as correct the line of the Kazakh Krai Committee on the preparation for carrying out land reform (thorough land reorganization etc.), to consider necessary the conduct of land reform in the first instance in regions of intensive cultivation (cotton growing in Syr-Darinsk okrug and Kara-Kalpak oblast), and to propose to the Kazakh Krai Committee a 6-month deadline to complete the drafting of a plan for carrying out land reform throughout Kazakhstan and to present it to the Politburo for confirmation.
