Будучи раньше сам сторонником мобилизации киргиз и согласившись с т. Ракой в устной беседе, я, однако, после специального совещания … - коммунистов убедился в несвоевременности мобилизации. Мотивы: 1) киргизы сейчас на распутии, они пока еще не надежны, вооружить их - значит рисковать вооружением; 2) мобилизация в данный момент может создать среди киргиз перелом против нас; 3) целесообразнее будет привлечь киргиз на военную службу на началах отбора, «добровольчества» с тем чтобы организоваться. Таким образом части вошли в общую систему строя фронта

В смысле известного положения о красной армии. 4) для мобилизации нужно провести, … подготовительную меру, определенные политические шаги (созыв обще… … на территории России), что уже делается Центром и о результатах которого будет сообщено Р. – В. Совету Респ. незамедлительно.

After previously being a proponent of mobilizing Kirgiz and agreeing with Cde. Raka [sp.?] in discussions, I nonetheless, after a special meeting...of communists have concluded that it is not the right time for this mobilization. The reasons: 1) the Kirgiz are now at a crossroads, they are not yet reliable, and arming them means risking the arms; 2) mobilization right now could cause the Kirgiz to turn against us; 3) it would be wiser to bring Kirgiz into military service based on the principles of selection and "voluntarism," in order to get organized. Units will thus become part of the overall system of the front's structure
