Дорогие Товарищи.
Х-й Съезд нашей партии подытожил результаты практической работы партии в национальном вопросе и в своей резолюции указал на следующие основные задачи Коммунистической партии.
1) Помочь трудящимся массам ранее угнетенных наций развить и укрепить советскую государственность в формах, соответствующих национально - бытовым условиям этих народов и приблизить административно-хозяйственные органы к трудящимся массам
2) Последовательно ликвидировать все остатки национального неравенства во всех отраслях общественной и хозяйственной жизни, сплачивать трудящиеся массы для окончательной ликвидации патриархально - феодальных отношений в среде самих ранее угнетенных наций;
3) Объединять усилия трудящихся, как туземных так и русских, в борьбе за освобождение от кулачества и байства вообще, хищнически великорусского кулачества в особенности;
4) Бороться с одинаково вредными для коммунистической партии уклонами, как с колонизаторс… так и с национализмом.
Практика нашей партии в проведении в жизнь этих положений показала, что взятая Х-м съездом линия была вполне правильной. Партийными организациями в целом эта линия была усвоена правильно и дала в работе значительные и благоприятные результаты (Азербайджан, Татарская Республика и т. д.). Но вместе с тем Ц. К. констатирует, что партийными организациями Киргизии основы национальной политики не усвоены и на практике извращаются. Продолжается борьба, как со стороны колонизаторов, так и не менее сильной группы националистически настроенных элементов. Эта борьба сплошь и рядом превращается в склоку, мелкие дрязги и увлечение бесплодными спорами митинговыми разговорами, которые отвлекают партийные организации как от непосредственной работы по укреплению партийных организаций, так и от руководства административно-хозяйственной работой
Некоторые товарищи неосновательно поднимают вопрос о несогласованности решений по национальному вопросу с новой экономической политикой, что в корне неправильно. Новая экономическая политика не отменяет важности постановлений

Х - го Съезда национальному вопросу, а усиливает ее, вызывает особенную необходимость сплочения киргизской и русской бедноты, их вовлечения в партийное, советское и хозяйственное строительство, а от руководящих партийных органов требует наибольшей гибкости и сосредоточенности в положительной строительной работе.
Между тем слабость положительной работы составляет основной недостаток парт и совработы в Кирреспублике. Связь между партийными организациями слаба, а в самых организациях пассивность и упадочные настроения. В советской работе застой, усугубляемый наличием мелких и мелочных группировок. Отсутствует работа среди кочевников, киргизской молодежи, женщин и членов профсоюзов. Нет должного руководства административно-хозяйственными органами растет влияние с. р. эсеров в особенности в кооперации.
Устранение вышеуказанных недочетов требует максимального напряжения всех партийных сил.
Исходя из поставленных выше задач, и необходимости решительной борьбы со всякого рода тормозящими положительную работу явлениями в парторганизациях, Ц. К. обязывает все партийные организации Кирреспублики отказаться от мелочных споров и склоки и сосредоточить свои силы на деловой практической работе по укреплению парторганизации и привлечению широких масс к хозяйственному возрождению края.
Ц. К. уверен, что все члены партии и партийные организации Кирреспублики учтут как тяжелое положение Края так и национальные особенности партработы в нем и сумеют дружно повести работу по сплочению трудящихся масс Кирреспублики вокруг интернационального знамени коммунизма.

Dear Comrades,
Our party's 10th Congress summed up the results of the party's practical work on the nationalities question and in its resolution indicated the following primary objectives of the Communist Party.
1) To help the toiling masses of formerly oppressed nations develop and strengthen Soviet statehood in forms that correspond to the national and daily-life conditions of these peoples and to bring administrative and economic agencies closer to the toiling masses.
2) To systematically eliminate all remnants of ethnic inequality in all areas of social and economic life and rally the toiling masses for the total elimination of patriarchal-feudal relationships within the formerly oppressed nations themselves;
3) To combine efforts by toilers, both native and Russian, in the struggle for liberation from kulaks and bais in general, predatory Great-Russian kulaks in particular;
4) To struggle against deviations that are equally harmful to the communist party, colonizat. . . and nationalism.
Our party's experience in implementing these objectives has shown that the line adopted by the 10th Congress was entirely correct. Party organizations as a whole have correctly assimilated this line, which has yielded significant and favorable results (Azerbaijan, the Tatar Republic, etc.). However, the CC has ascertained that the party organizations of Kirgizia have not assimilated the principles of nationalities policy and distort them in practice. The struggle continues, both in regard to colonizers and to an equally strong group of nationalistically inclined elements. This struggle often turns into squabbles, petty bickering, and draws discussions at demonstrations into fruitless disputes that distract party organizations from their efforts to strengthen party organizations and the leadership from their administrative and economic work.
Some comrades are groundlessly suggesting that decisions on the nationalities question and the new economic policy are inconsistent with one another, a suggestion that is fundamentally incorrect. The new economic policy does nothing to diminish the importance of

10th Congress resolutions regarding the nationalities question, but actually reinforces this importance and prompts a particular need to rally the Kirgiz and Russian poor, to involve them in party, soviet, and economic construction, and demands that leading party bodies be more flexible and focused on positive construction work.
Meanwhile, the weakness of positive work underlies shortcomings in party and soviet work in the Kirgiz Republic. Ties between party organizations are weak, and the organizations themselves are plagued by passivity and a depressive mood. There is stagnation in soviet [council/government] work, exacerbated by small and petty cliques. No work is being done among nomads, Kirgiz youth, women, and labor union members. Administrative and economic agencies lack the leadership they need, and the influence of SRs is growing, especially in the area of cooperatives.
Eliminating these deficiencies demands maximal effort by all party forces.
Based on the objectives stated above and the need for decisive struggle against phenomena within party organizations that hinder positive work, the CC is requiring that all Kirgiz Republic party organizations reject petty disputes and squabbles and focus their efforts on businesslike practical efforts to strengthen the party organization and involve the masses in the region's economic rebirth.
The CC is confident that all party members and party organizations in the Kirgiz Republic will bear in mind both the Krai's difficult situation and the distinctive ethnic aspects of party work in it and be able to harmoniously work to rally the toiling masses of the Kirgiz Republic around the international banner of communism.
