Продовольственные органы в Ферганской области.
Ферганская область в продовольственном отношении находится в исключительно тяжелых условиях. Работать приходится в обстановке постоянных восстаний и борьбе с басмачеством. Поэтому влияние Советской власти и Продорганов редко выходит за черту городов и полосы жел. дор. В сельских местностях нет никакой во всяком случае Советской власти. Только в редкие моменты затишья открывается небольшая возможность работать. При таком положении не может быть и речи об организованном нажиме на деревню, нормальном товарообмене, открытии ссыпных пунктов и проч.
Работа Продорганов свелась к тому, чтобы несмотря на трудное положение, использовать малейшие возможности к получению хлеба, скота, фуража, не считаясь с оценкой средств, употребляемых из этого. Заготовка хлеба велась по вольным ценам при непременном условии применения индивидуального товарообмена с выдачей товара в размере всех 100%.
Ферганский Опродком имеет пять Отделов, представляющих собой ячейки из одних заведующих даже без канцелярских сотрудников. Работы в широком масштабе не ведется. Связь Опродкома с Упродкомом более или менее налажена: регулярно представляются отчеты о работе и состоянии запасов продуктов и товаров.
Заведующий Опродкомом тов. Гисс член Р.К.П., оставляет впечатление работоспособного человека, но против него выдвинут целый ряд обвинений официального и частного свойства в потворстве спекуляции, в результате чего он исключен из партии.
Для проведения в жизнь декретов о военно-продовольственных отрядах и мусульманской продовольственной инспекции Опродкомом почти не принималось мер.
Заготовка мяса почти не ведется. Заготоселя не существует. Кустарное производство совершенно не использовано, поэтому огромное количество тканей попадает к спекулянтам.
Проведению в жизнь декретов о военно-продовольственных отрядах и еще продовольственные инспекции – плохо ладится. Т.к. областного объединения Профсоюзов нет, то существующим при Угорпрофсоюзе Военпродбюро было навербовано подписками 180 работников. Мобилизаций Профсоюзов дала малопригодный элемент.

Решено непригодный элемент отсылать обратно и требовать повторно мобилизации. В Ферганский уезд послано для работы по проведению хлебной повинности 20 чел. мусульман, которые предварительно инструктированы.
Ферганский Уездный Продком ведет работу постольку поскольку позволяет обстановка борьбы с басмачеством. Ему приходится приспособляться к запросам населения, а не проводить своей активной политики. Заготовка хлеба велась путем индивидуального товарообмена. Последние месяцы заготовка прекратилась за невозможностью применять товарообмен, и продовольственные организации оказались в безвыходном положении. Деятельность Упродкома в значительной мере сводится к получению товаров по нарядам и распределению, а также к приемке от С.В.Х. небольшого количества изделий.
Распределение продуктов производится по карточкам, которыми снабжены 34 тысячи в городе и Уезде. В Старом Маргелане 80-90 тысяч, карточками пользуются только 600 советских служащих.
Распределение продуктов производится в Фергане Рабочим Кооперативом. В Ст. Маргелане и др. городах Райпродкомами. Отчетность поставлена неудовлетворительно.
Работа Кокандского Упродкома ведется в тех же тяжелых условиях, что и в Ферганском. Коллегии не существует. Нет и правильно организованных Отделов. Нет даже Хлебного Отдела, т.к. хлебной готовки совершенно не производилось: Упродком поручил вести заготовку хлеба, частью фуража и скота Союзу кредитных кооперативов.
«Декхан» объединяющему около 160 сельских товариществ. Из выдаваемых Союзу «Декхан» авансов на заготовку за ними образовался огромный долг Продкому 40000000, который фактически стал общим оборотным капиталом Союза.
В связи с переходом на декрет о хлебной повинности Упродком стал перед необходимостью организовать Хлебно-Фуражный Отдел, заготовленный аппарат и сеть ссыпных пунктов. Декрет переведен на мусульманский язык, организована мусульманская продовольственная инспекция.
Распределение производится через Рабочий Кооператив по карточкам, но в Старом гор. распределительные пункты не все организованы.

Аппарат Андижанского Упродкома находится в лучшем состоянии, чем в других уездах. Имеется Коллегии из 4-х лиц, которые заведуют Отделами.
Заготовка хлеба производилась через 5 ссыпных пунктов, причем в русском районе это носило более организованный характер, чем в мусульманском, где применялся как и везде в Фергане индивидуальный товарообмен.
Работа продовольственных отрядов дала очень небольшие результаты.
Распределение продуктов производится через Раб. Кооператив. Но хлеба в Старый Город не отпускается.

Food-supply organs in Fergana Oblast.
In respect to food, Fergana oblast is in exceptionally difficult straits. Work must be carried out under condition of continual uprisings and struggle with the Basmachi. As a result, the influence of Soviet power rarely extends beyond the bounds of cities and railway lines. In rural areas there is no Soviet power at all. Only in rare moments of quiet does a negligible chance to work open up. Given such a situation, there can be no talk about organizing pressure on the village, of regular goods exchange, the opening of collection points and the like.
The work of the food-supply organs amounts to using, despite the difficult situation, the slimmest opportunities to get grain, livestock, forage without considering the costs this demands. Grain was procured at free prices through the unacceptable terms of individual goods exchange at a payment rate of 100%.
The Fergana Oprodkom [Oblast Food-Supply Committee] has five Departments that represent themselves as cells with just a director and no administrative staffs. Large-scale work is not carried out. The contact between Oprodkom and Uprodkom [Uezd Food-Supply Committee] is more or less established: reports are regularly given about work and the condition of food and goods reserves.
The head of Oprodkom, comrade Giss, an RKP member, gives the impression of a capable worker, but there are a number of accusations against him, of an official and private character, of enabling speculation, and as a result he has been expelled from the party.
Oprodkom has taken almost no steps to put the decrees on the military-food-supply brigades and the Muslim food-supply inspectorate into effect.
There is almost no meat procurement. Zagotosel does not exist. Handicraft production is not made use of at all and so a tremendous amount of cloth falls into the hands of speculators.
Putting the decrees on the military-food-supply brigades and, even more so, on the food-supply inspectorate into effect is going badly. Because there is no oblast-level association of trade-unions, the Military Food-Supply Bureau is under the Uezd Miners’ Union and it has signed up 180 workers. The mobilization of the trade-unions produced a worthless element.

It was decided to send this worthless element back and to demand another mobilization. 20 Muslims who were given preparatory instruction were sent to work in Fergana uezd carrying out the grain obligation.
The Fegrana Uezd Prodkom carries out its work to the extent that the struggle against the Basmachi allows. It must accommodate itself to the needs of the population rather than carry out its active policy. Grain procurement was conducted by means of individual goods exchange. Procurement has ceased in the last few months due to the impossibility of performing goods exchange, and the food-supply organizations found themselves in a hopeless situation. The activity of Uprodkom, to a significant degree, amounts to receiving goods by orders and distribution, and also accepts a small amount of finished goods from SVKh.
Food distribution is done by a card system, and supplies 34 thousand in the city and uezd. In Old Margelan there are 80-90 thousand, but only the 600 soviet employees use cards.
Food distribution in Fergana is performed by the Workers’ Cooperative. In Old Margelan and other cities it is handled by the Raion food-supply committees. The accounting system is inadequate.
The Kokand Uprodkom conducts its work under the same difficult conditions as Fergana. There are no collegiums, nor are there properly organized departments. There is not even a Grain Department since grain procurement isn’t performed at all. Uprodkom instructed the Union of Credit Cooperatives to carry out the procurement of grain, part of the forage, and livestock.
“Dekkhan” incorporates about 160 rural associations. Due to advances given to the Union “Dekkhan” during procurement, they incurred a large debt to Prodkom of 40,000,000 that became, in fact, the general working capital of the Union.
In connection with the transition to the decree on grain compulsion, out of necessity Uprodkom began to organize a Grain-Forage Department, a procurement apparatus, and a network of collection points. The decree was translated into the Muslim language, and a Muslim food-supply inspectorate was organized.
Distribution is carried out through the Worker Cooperative by a card system, but in the Old City distribution points have not been completely organized.

The Andizhan Uprodkom apparatus is in better shape than those in any other uezd. It has a Collegium of 4 people who head the departments.
Grain procurement was conducted at 5 collection points and exhibited a more organized character in the Russian than in the Muslim district where, as throughout Fergana, individual goods exchange was employed.
The work of the food-supply brigades has yielded paltry results.
Distribution of foodstuffs is carried out through the Worker Cooperative. But grain is not allotted to the Old City.
