Закрытого Совещания членов Туркбюро
«5» декабря 1920 г.
Слушали:
I. Взаимоотношения ТССР с РСФСР, АСЕР и КСЕЗ и взаимоотношения между Турциком, Совнаркомом и Ревсоветом Туркфронта.
II. О киргизском Съезде.
III. Задачи землеустройства в Семиречьи.

Постановили:
I. а) Признать необходимым организацию представительства Туркреспублики при Наркомнаце, непосредственно после Съезда Совета.
б) Подтвердить необходимость временного представительства Туркреспублики и Кирреспублики, путем взаимного делегирования ЦИКов.
в) Признать необходимым в целях установления теснейших отношений Туркреспублики и Азреспублики иметь представительство Туркестанской. Отделение Внешторга в Азербейджане обратно, причем урегулировать разработку заданий, предъявляемых органами Туркреспублики Внешторгу. Программа заданий подлежит введению в общий хозяйственный план РСФСР.
г) Для установления прочной организационной связи между органами власти Туркреспублики и Ревсоветом вводится в качестве члена Ревсовета Председатель Турцика или член Президиума Турцика по выбору Президиума Турцика.
д) Для установления такой же связи с Совнаркомом Ревсовет делегирует одного из своих членов для участия в заседании Совнаркома.
II. Отложить открытие киргизского Съезда до 25 Января.
III. а) В первую очередь полное устранение кабальных отношений зависимости киргиз от русских переселенцев, вытекающих из захвата переселенцами кочевых дорог, источников воды и проч. Ликвидация кабальных арендных контрактов и расторжение кабальных договоров по найму рабочей силы.
б) Сокращение нетрудового землепользования кулаков-старожилов,

размера трудовой нормы и вплоть до полного лишения земли и инвентаря и высылки карательным порядком, причем, такого рода высылки должны иметь характер не массового переселения, а персонального.
Вышеуказанные меры начать проводить в первую очередь по отношению поселков, являющихся заведомыми кулацкими центрами и в отношении поселков, на землях, оставленных киргизами с 16 года.
в) Затребовать от Наркомзема РСФСР отвода земель для перевода на них переселенцев из Семиречья, причем эта площадь должна быть размером 100.000 дес.
Комзему Туркреспублики разработать вопрос об организации переселения.
Признать, что массовые переселения с целью освобождения для киргизского пользования удобной земли может быть начато не ранее осени 1921 года.
г) Признать, что все вновь орошенные в 21 году земли передаются исключительно в пользование киргиз.
IV. тов. Сафарова назначить Заместителем Председателя Туркомиссии; Зампредтурцика – утверждается тов. Ходжанов; Врем. исп. должность члена Ревсовета назначить тов. Кагановича; Врем. исп. должность члена Ревсовета назначить тов. Кушнера.
V. Выяснить возможность откомандирования тов. Фридлянда из Коминтерна, в случае невозможности его откомандирования, назначить Управделами Туркомиссии тов. Раскина (особое мнение тов. Кагановича против Раскина).

Heard:
I. Relations among the TSSR and the RSFSR, the ASER and KSKZ [?] and relationships among the Turkestan CEC, the Council of PCs, and the Turkestan front's RVS [Revolutionary Military Council].
II. Concerning the Kirgiz Congress
III. Land utilization objectives in Semirechie.

Resolved:
I. a) To recognize the necessity of setting up representation for the Turkestan Republic within the nationalities commissariat immediately after the Congress of Soviets.
b) To affirm the need for temporary representation for the Turkestan Republic and the Kirgiz Republic through the exchange of CEC delegations [?].
c) To foster close relations between the Turkestan Republic and the Azerbaijan Republic, to recognize the necessity of having a Turkestan representative office… A Vneshtorg office in Azerbaijan…and adjust the formulation of tasks set forth by Turkestan Republic Vneshtorg bodies. The program of tasks should be made part of the overall RSFSR economic plan. <<Translator: Best guess given dropped words.>>
d) To establish strong organizational ties between Turkestan Republic government agencies and the RVS, make the chairman of the Turkestan CEC or a member of the Turkestan CEC Presidium a member of the RVS, at the discretion of the Turkestan CEC Presidium.
e) To establish such ties with the Council of PCs, the RVS should delegate one of its members to participate in Council deliberations.
II. To postpone the opening of the [Kirgi]z Congress until 25 January.
III. a) First of all, the total [elim]ination of the subjugating relationships of dependence of the Kirgiz on Russian settlers due to the settlers' usurping of nomadic roads, water sources, and so forth. The elimination of subjugating leases and the annulment of subjugating employment contracts.
b) The curtailment of non-labor-related land use by kulaks…

the size of the labor norm right up to the total expropriation of land and inventory and punitive expulsion. Such expulsion should take the form of personal rather than mass resettlement.
These measures should be taken first in regard to settlements that are notorious kulak centers and in regard to settlements on land left by the Kirgiz after '16.
c) To ask the RSFSR Land PC to allocate land for the relocation of settlers from Semirechie; this land should total 100,000 desiatinas.
To have the Turkestan Republic's land commissar develop the question of organizing resettlement.
To recognize that mass resettlement for the purpose of freeing up convenient land for use by the Kirgiz can begin no sooner than the autumn of 1921.
d) To recognize that all land newly irrigated in '21 should be given for the exclusive use of the Kirgiz.
IV. To appoint Cde. Safarov Deputy Chair of the Turkestan Commission; to confirm Cde. Khodzhanov as Deputy Chair of the Turkestan CEC; to temporarily appoint Cde. Kaganovich to serve as a member of the RVS; to temporarily appoint Cde. Kushner to serve as a member of the RVS.
V. To explore the possibility of sending Cde. Fridliand from the Comintern, and if it is not possible to send him, to appoint Cde. Raskin Administrator of the Turkestan Commission (Cde. Kaganovich is particularly opposed to Raskin).
