Заседания Туркбюро ЦК РКП и Исполбюро ЦК КПТ от «7» января 1921 года.
Присутствуют тов. тов. Сафаров, Каганович, Сергушев, Ходжанов, Асфендиаров, Познер, Бабаджанов, Юдовский, Зиновьев, Розенталь, Ягодкин, Гопнер.
Слушали:
I. О продовольственном месяце.

Постановили:
I. 1) Наметить Комиссию для проведения продовольственного месяца из представителей от следующих учреждений: Компрода, Горкома Т.О., ЦК КПТ, Турпута, Трамота, Представитель Трамота должен постоянно работать в Комиссии.
2) Председатель Комиссии тов. Розенталь;
3) Тов. Розенталю поручить не позднее понедельника наметить основное ядро сотрудников комиссии;
4) Агитационно-пропагандистскую работу проводить по областям сообразно данным о ходе разверстки, по этим же материалам аг.-пропагандистскому Отделу ЦК КПТ составить листовку и издать циркулярное письмо;
5) При областных продсовещаниях образовать комиссии для проведения продмесяца;
6)Обязать Комиссара продовольствия принимать участие в работах Комиссии по проведению продмесяца, являясь ответственным за работу ее;
7) Имея ввиду срочность продработы – начальным сроком продмесяца наметить 20-25 января.
II. Циркуляр принять со следующими поправками:
1) Отметить, что революция в Бухаре крестьянская. Очередные задачи – аграрная реформа, организация Армии, просвещение и чистка партии;

2) Незачем сейчас отталкивать от власти заинтересованные в революции элементы и ту городскую мелкую буржуазию, которая должна дать свой вклад в дело национального освобождения Бухарского народа;
3) Указать на необходимость упрощения советского аппарата;
4) Циркуляр за подписью Туркбюро Коминтерна.
III. 1) Реввоенсовету издать приказ о прекращении грабежей населения Бухары о беспощадном преследовании красноармейцами;
2) Созвать конференцию политработников красноармейских частей, находящихся в Бухаре для выяснения им задач, стоящих перед нашими частями в Бухаре и мероприятий по борьбе с грабежами местного населения. Путурку мобилизовать политработников для улучшения политического состояния частей, находящихся в Бухаре. Командировать тов. Кушнера в Бухару для этой цели. Тов. Кушнеру выехать для этой цели не позднее 13 января.
3) Наметить в качестве фактического руководителя Бухцека тов. Турсун-Ходжаева, предложив 4 райкому через Горком восстановить его в правах члена партии;
4) Мобилизацию работников КПТ для Бухары не производить, впредь до взятия на учет всех членов КПТ, находящихся в Бухаре, изъятия негодных элементов из Бухары, поручив полномочному представительству и т. Турсун-Ходжаеву в недельный срок.
5) Комиссии по проверке советских учреждений в 7-дневный срок со дня приезда тов. Турсун-Ходжаева закончить свою работу и представить результат работы в Туркбюро.
6) Чека и Особый Отдел привлечь к очистке Бухары от негодных русских элементов, работающих в советских учреждениях;
7) ЦК КПТ должен в срочном порядке произвести мобилизацию коммунистов и добровольцев для Востфронта и произвести пересмотр личного состава Ревкомов Восточного бекства.
8) По вопросу о комиссии для расследования восстания в Шахризябском районе договориться с Турчека и с Особотделом.
III. Ввиду того, что партсъезд откладывается на 6 марта, краевую конференцию созвать на 10 февраля.

IV. 1) Позднышева вызвать в Ташкент. Джандосова утвердить Председателем Обревкома.
2) Состав Исполбюро Обкома утвердить следующим:
Лепа, Билик, Городецкий, Джандосов и Барибаев.
Ввести в Обком Таш-Худай Бергинова, Кендербаева, Абдрахманова и Хисмутдинова.
3) Составы Угорревкомов и Угоркомов Семиречья утвердить принять к сведению.
V. Выслать из Туркестана на общих основаниях очистки Туркестана от колонизаторских элементов.
VI. Ввиду отсутствия технических работников в Туркбюро, предложить комячейке ЦЕКА заменить мобилизованную на продработу тов. Глаголеву другим товарищем.

Resolved:
I. 1) To appoint a Commission to conduct a food month made up of representatives from: the food commissariat, the T.O. [?] city committee, the KPT CC, the Turkestan Railway Directorate, TRAMOT [Supreme Economic Council's Freight Department]. The TRAMOT representative should work full-time for the Commission;
2) Commission chairman Cde. Rozental;
3) To assign Cde. Rozental to appoint the commission's core staff by Monday;
4) To conduct agitation and propaganda work throughout the oblasts consistent with allocation statistics and have the KPT CC agitation and propaganda department put together a leaflet using these same statistics and to publish a circular;
5) Form oblast food panel commissions to conduct food month;
6) Require the food commissar to participate in the work of the Commission to conduct food month and make him responsible for its work;
7) Bearing in mind the urgency of food work, schedule food month to begin 20–25 January;
II. To adopt the circular with the following corrections:
1) To point out that the revolution in Bukhara is a peasant revolution. Immediate tasks: agrarian reform, organize the Army, educate and purge the party;

2) There is no longer any reason to push away from government any elements interested in the revolution and the urban petty bourgeoisie, which should contribute to the cause of national liberation of the people of Bukhara;
3) To point to the need to simplify the soviet [council?] apparatus;
4) The circular should be signed by the Comintern's Turkburo.
III. 1) To have the Revolutionary Military Council order a halt to plundering of the Bukhara population and the merciless harassment of Red Army members;
2) To convene a conference of Red Army unit political workers in Bukhara to explain the tasks confronting our units in Bukhara and measures to combat plundering of the local population. The Turkestan Forces Political Directorate should mobilize to improve the political state of units in Bukhara. To send Cde. Kushner to Bukhara for this purpose. Cde. Kushner should leave for this purpose no later than 13 January.
3) Place Cde. Tursun Khodzhaev in actual charge of the Bukhara CC and ask the 4th district committee to restore him to party membership through the city committee [?];
4) Not to mobilize KPT workers for Bukhara before registering all KPT members located in Bukhara and removing unsuitable elements from Bukhara, after assigning the authorized representatives and Cde. Tursun Khodzhaev within a week.
5) That the Commission to inspect Soviet institutions should complete its work within 7 days of Cde. Tursun Khodzhaev's arrival and present their result to the Turkburo.
6) Involve the cheka and Special Department in purging Bukhara of unfit Russian elements working in Soviet institutions;
7) That the KPT CC should urgently mobilize communists and volunteers for the Eastern Front and conduct a review of the Eastern bekstvo's Revolutionary Committee personnel.
8) Concerning the commission to investigate the rebellion in Shakhriziab District, arrange with the Turkestan cheka and the Special Department.
III. Since the party congress has been postponed until 6 March, the krai conference should be convened 10 February.

IV. 1) Pozdnyshev should be summoned to Tashkent. Dzhandosov should be confirmed as Chairman of the Oblast Revolutionary Committee.
2) The following makeup of the oblast committee Executive Bureau should be approved:
Lepa, Tulin, Toridetsky, Dzhandosov, and Baribaev.
Include in the oblast committee Teli Khudai Berginov, Kenderbaev, Abdurakhmanov, and Khisamutdinov.
3) The makeup of Semirechie's Uezd-and-City Revolutionary Committee and the Uezd-and-City Committee should be approved noted.
V. Expel colonizer elements from Turkestan using general purge principles.
VI. Due to a lack of technical workers in the Turkburo, ask the CC Komsomol cell to replace Cde. Glagoleva, who has been mobilized for food work, with another comrade.
