Заседания Туркбюро ЦК РКП и Исполбюро ЦК КПТ
от «12» января 1921 года.
Присутствуют: т.т. Сафаров, Каганович, Петерс, Сольц, Сергушев, Атабаев, Асфендиаров, Бабаджанов, Долженко.
Слушали:
I. О продовольственном положении в Бухаре.
II. О Кирсъезде.
Тезисы по продовольствию.
III. Тезисы по женскому вопросу (Ходжанов).

IV. Тезисы по организационному вопросу:
а) Киргизы, находящиеся на работах (ж/Дор копях, саксаульных заготовках и т.д.) должны быть организованы в национальные секции при соответствующих профсоюзах;
б) Обезоружить и обезвредить прежних представителей власти, как-то: манапов и т.д., рассеяв их в чужой среде и использовав на техническую работу;
в) Широко поставить вопрос о Советах трудящихся дехкан и скотоводов.

О взаимоотношении Туркреспублики и Кирреспублики.
VI. О поездке на Кирсъезд в Аулиэ-Ата.

Постановили:
I. а) От имени Туркомиссии через полномочное представительство РСФСР в Бухаре немедленно заявить категорический протест, а также затребовать объяснение и извинение у Бухправительства по поводу обыска, произведенного у уполномоченного Опродкомтурка;
б) Через Туркбюро Коминтерна предложить Бухцека опротестовать систему ведения разверстки эмирским способом, и следить за тем, чтобы при разверстках проводился классовый принцип;
В связи с этим пересмотреть немедленно состав коллегии Назирата Продовольствия. В интересах прекращения грабежей и насилия требовать, чтобы уполномоченный Опродкомтурка входил в коллегию Назирата продовольствия.
Вопрос о замене Чухрита временно отложить.
в) Срочно снестись с Москвой о немедленной посылке полномочного представителя для Бухары.
II. Тезисы по продовольствию принять.
Докладчиком наметить Шварца-Ордынского.
III. Тезисы по женскому вопросу принять.

IV. В тезисах разработать:
1) вопросы об организации Советской власти среди киргизского населения, 2) об организации национальных секций при профсоюзах и 3) о советах трудящихся при профсоюзах.
V. Принять.
По вопросу о слиянии киргизской части Туркреспублики с Кирреспубликой принять следующее: Стоя на точке зрения национальной конструкции Республик, до очистки края от кулаков – вопрос о слиянии не может быть поставлен практически.
VI. На Съезд командировать: т.т. Сафарова, Асфендиарова, Ходжанова, Шагит-Ахмадиева, Сафарбекова, представители от Кирреспублики, Представитель от Компрода (Ордынский).
VII. а) Поездку тов. Кагановича на партконференцию в Самарканд утвердить;
б) Поездку тов. Атабаевой на партконференцию в Закаспию утвердить;
в) Тов. Осадкина [Асаткина] оставить заместителем предсовнаркома на время поездки т. Атабаева;
г) тов. Султан-Ходжаева назначить Заместителем Предтурцика.
VIII. а) Тов. Григорьева ввести в Исполбюро Феробкома;
б) Тов. Таняева в распоряжение Феробкома;

в) тов. Гелил-оглы [Гилил-оглы] ввести в члены Президиума ЦСНХ;
г) По состоянию здоровья Нисамбаеву разрешить поехать в Джулек.
IX. Перебросить работников ВНУСА на перерегистрацию.
Поручив предварительно познакомиться с сотрудниками ВНУСА тов. Кагановичу, Петерсу совместно с Реввоенсоветом.

Heard:
I. Concerning the food situation in Bukhara
II. Concerning the Kirgiz Congress.
Main points about food.
III. Main points about the woman question (Khodzhanov).

IV. Main points on the organizational question:
a) Kirgiz at work sites (railroad fuel stations, saxaul works, etc.) must be organized into ethnic sections of the appropriate union;
b) Former members of the government should be disarmed and rendered harmless: manaps, etc., by scattering them in unfamiliar environments and using them for technical work;
c) The question of Soviets of Toiling Dehkans and Livestock Herders should be widely discussed.
V. Main points raised by the Kirgiz Republic representative.
Concerning relations between the Turkestan Republic and the Kirgiz Republic.
VI. Concerning travel to the Kirgiz Congress in Aulie-Ata.
VII. Concerning travel by senior [party] workers throughout the Krai.

IX. Concerning the former internal service troop commander, Cde. Kodyntsev, and his detachment.

Resolved:
I. a) In the name of the Turkestan Commission and through the RSFSR plenipotentiary in Bukhara, to immediately issue a categorical protest and demand an explanation and apology from the Bukhara government regarding the search to which the Turkestan Republic Food Commission plenipotentiary was subjected;
b) Through the Turkburo, ask the Bukhara CC to protest the use of emiri methods for the allocation system and verify that class principles are used in making allocations;
On this topic, immediately review the makeup of the Food Nazirat [Commissariat] collegium. In the interest of halting plundering and violence, demand that the Turkestan food plenipotentiary be included in the Food Nazirat collegium.
Temporarily postpone deciding on replacing Chukhriat [?].
c) Urgently communicate with Moscow on the immediate dispatch of a plenipotentiary for Bukhara.
II. Adopt the main points on food.
Appoint Shvarts-Ordynsky to report.
III. Adopt the main points on the woman question.

IV. Develop main points:
1) Questions concerning organizing Soviet rule among the Kirgiz population, 2) concerning organizing ethnic labor union sections, and 3) concerning councils of toilers under union auspices.
V. Adopt.
On the question of merging the Kirgiz part of the Turkestan Republic with the Kirgiz Republic, adopt the following: From the perspective of national construction of Republics, until the region is purged of kulaks, the question of merging cannot be practically addressed.
VI. Send to the Congress: Comrades Safarov, Asfendiarov, Khodzhanov, Shagit Akhmatdiev, Safarbekov, representatives of the Kirgiz Republic, a representative of the Food Commission (Ordynsky).
VII. a) Approve Cde. Kaganovich's trip to the party conference in Samarkand;
b) Approve Cde. Atabaev's trip to the party conference in Transcaspia;
c) Leave Cde. Osadkin as Deputy Chair of the Council of PCs while Cde. Atabaev is away;
d) Appoint Cde. Sultan-Khodzhaev Deputy Chair of the Turkestan CEC.
VIII. a) Appoint Cde. Grigoriev to the Executive Bureau of the Fergana Oblast Committee;
b) Place Cde. Taniaev at the disposal of the Fergana Oblast Committee;

c) Appoint Cde. Gelil-Ogly to the Central Economic Council presidium;
d) Permit Nisambaev to travel to Dzhulek for health reasons.
IX. Redeploy internal service troop workers to re-registration.
After assigning Comrades Kaganovich and Peters, jointly with the Revolutionary Military Council, to first familiarize themselves with internal service troop personnel.
