Препровождаю при сем вырезку из газеты «Известия ЦККПТ и ЦИК Советов Туркреспублики №112 от 24 сего Мая трактующую собой особенности характерные в борьбе с басмачеством из каковой явствует, как проводятся в жизнь инструкции Центра по борьбе с басмачеством местными ответственными работниками.
Взыскание положенное на виновного в утере убитыми почти 20 человек милиции свелось к 3-х дневному домашнему аресту.
Означенное сообщаю для сведения.

Ко всем Ревкомам и Исполкомам Ферганской и Самаркандской областей
14 Мая в Андижане имело место возмутительное проявление вероломства со стороны басмаческой шайки Ширмата, при чем, благодаря неосмотрительным действиям местного Ревкома Андижанская милиция потерпела сильный урон.
Андижанский Ревком, принявший якобы сдавшегося, Ширмата, вопреки существующим приказам не разоружил его и дал даже ему оперативное задание совместно с двумя эскадронами милиции. Милиция попала в ловушку, потерявши 12 человек убитыми, в том числе Начэскадрона, 7 ранеными, 18 трехлинеек и 25 лошадей.
Этот кровавый урок не должен пройти бесследно. Советская Власть много раз заявляла о своей решимости сделать все от нас зависящее для прекращения кровопролития и грабежа в Фергане. Но ее непременным условием является сдача басмачами оружия и передача самоохраны местному населению под контролем Советской власти.
Ни в коем случае не допускается прием басмачей в Красную Армию или милицию, а тем более преступна легкомысленная дача оперативных заданий на словах сдавшейся шайке.
Во избежание печальных ошибок и в будущем, Комиссия ВЦИК по делам Туркестана и Президиум Турцика предписывают всем местным Ревкомам и Исполкомам при приеме сдающихся басмачей строго руководствоваться точными на то установленными инструкциями.
За отступления настоящего приказа будут предаваться суду первоначально председатели Ревкомов и Исполкомов. В частности за свои действия в Андижанском случае, повлекшем многочисленные кровавые жертвы, тов. Рахимбаев, Председатель Андижанского Ревкома, по особому на то постановлению Президиума Турцика подвергается взысканию в виде трехдневного домашнего ареста.

I enclose herewith a clipping from the newspaper Izvestia CC of the CPT [Communist Party of Turkestan] and the CEC of the Soviets of the Turkestan Republic, No. 112 of 24 May, which covers the features characterizing the fight against the basmachi, which clarifies how the instructions of the Center for Combating Basmachi are being implemented by responsible local functionaries.
The penalty provided for the person culpable of the loss of almost 20 militia members killed came to three days under house arrest.

To all of the Revolutionary Committees and Executive Committees of Fergana and Samarkand oblasts
On 14 May an outrageous manifestation of perfidy by the Shirmat basmach gang took place in Andizhan, and due to imprudent actions by the local Revolutionary Committee the Andizhan militia suffered heavy losses.
The Andizhan Revolutionary Committee, which received the Shirmat after it supposedly surrendered, failed to disarm it despite standing orders and even gave it an operational assignment together with two militia squadrons. The militia fell into a trap and lost 12 men killed, including the Squadron Commander, seven wounded, 18 Mosin-Nagant rifles and 25 horses.
This bloody lesson must not go unlearned. The Soviet government has asserted many times its resolve to do everything in our power to stop the bloodshed and plunder in Fergana. But its indispensable condition is that the basmachi give up their weapons and turn over their self-protection to the local populace under the Soviet government’s control.
Under no circumstances is the acceptance of basmachi into the Red Army or the militia permitted, and the frivolous issuance of operational assignments to a gang that has surrendered in words is all the more criminal.
To avoid grievous errors in the future as well, the All-Russia CEC Commission on Turkestan Affairs and the Presidium of the Turkestan CEC direct all local Revolutionary Committees and Executive Committees, when receiving surrendering basmachi, to strictly adhere to the precise instructions prescribed for that purpose.
For deviations from this order, initially the chairmen of Revolutionary Committees and Executive Committees shall be put on trial. In particular, for his actions in the Andizhan incident, which resulted in numerous bloody casualties, Cde. Rakhimbayev, the chairman of the Andizhan Revolutionary Committees, under a special resolution of the Presidium of the Turkestan CEC, is being punished with three days of house arrest.
